About the Role:

Billigence is seeking a Senior Technical Programme Manager to lead a major Master Data Management (MDM) transformation programme within a leading retail organisation.

This role will play a critical part in shaping the organisation's MDM strategy, operating model, governance framework, and implementation roadmap. Working across business and technology functions, you will drive alignment between stakeholders, establish programme structure and governance, and ensure the organisation is positioned for successful MDM adoption and delivery.

The successful candidate will bring strong programme leadership experience, combined with an understanding of data management, governance, enterprise architecture, and large-scale transformation initiatives.

This is an opportunity to lead a high-profile programme that will establish trusted, governed, and accessible master data capabilities across the enterprise.

What We Are Looking For:

  • Lead the enterprise MDM programme through discovery, design, mobilisation, and delivery phases.
  • Define and establish MDM governance frameworks, operating models, and supporting business processes.
  • Drive the design of the target MDM architecture and integration strategy across the wider data landscape.
  • Develop and manage the roadmap for master data domain onboarding and rollout.
  • Facilitate domain assessment, prioritisation, and implementation planning activities.
  • Build strong relationships across Data, Technology, Architecture, Product, Engineering, and Business teams.
  • Lead stakeholder workshops, governance forums, and decision-making sessions.
  • Establish programme governance, reporting, delivery plans, and implementation milestones.
  • Identify and manage risks, dependencies, assumptions, and delivery challenges.
  • Create alignment across senior stakeholders and executive leadership teams.
  • Ensure design outputs are implementation-ready and support successful programme execution.
  • Drive programme momentum while balancing competing priorities across multiple workstreams.

What You Need:

  • Proven experience leading large-scale data, technology, or business transformation programmes.
  • Experience delivering Master Data Management (MDM) initiatives or related enterprise data programmes.
  • Strong understanding of data governance, data management, and enterprise data architecture.
  • Experience working across business, architecture, engineering, product, and delivery functions.
  • Strong programme governance, planning, risk management, and execution capabilities.
  • Experience facilitating workshops, stakeholder engagement sessions, and governance forums.
  • Ability to drive alignment and decision-making across complex stakeholder environments.
  • Strong communication and influencing skills with both technical and executive audiences.
  • Experience managing programme roadmaps, dependencies, and mobilisation activities.
  • Experience within retail or large enterprise environments is highly desirable.
  • Familiarity with MDM platforms, ERP ecosystems, data governance frameworks, and enterprise transformation programmes would be advantageous.
