Job Description

Responsibilities

Peraton's Department of the Interior (DOI), U.S. Fish and Wildlife Service (FWS), and NOAA's National Marine Fisheries Service (NMFS) have identified a critical gap in the federal government's ability to conduct comprehensive Endangered Species Act (ESA) research. While FWS operates an authoritative web-based platform for managing data for terrestrial and freshwater species, it does not currently include NMFS marine and anadromous species data forcing agencies to rely on separate, manual processes. This program closes that gap by integrating marine and anadromous species data into the existing FWS platform, creating a single, unified experience for all ESA-listed species.

Peraton is seeking a Senior Technical Program Manager to lead a high-visibility federal data integration program supporting the U.S. Department of the Interior and NOAA. In this role, you will provide executive-level oversight of a multi-agency, multi-workstream technology initiative, serving as the primary interface between the delivery team and government stakeholders.

Work Location: Remote

Day to Day Roles and Responsibilities

  • Provide contract-level oversight across all project workstreams and the full period of performance
  • Serve as the primary interface with the Contracting Officer and ensure IDIQ contract compliance
  • Oversee schedule, budget, and risk posture at the program level, escalating issues to government leadership as appropriate
  • Enforce critical operating constraints across the team including IT governance, data pathway authorization, and OMB visibility requirements
  • Coordinate with DOI OCIO, the U.S. Fish and Wildlife Service (FWS), part of the Department of the Interior, which manages fish, wildlife, and habitats across the United States, NOAA Fisheries (the National Marine Fisheries Service, the federal agency within NOAA responsible for managing and conserving U.S. marine resources), OMB, and CEQ at the executive level to maintain multi-agency alignment
  • Review and approve all contractual deliverables before government submission
  • Oversee preparation and submission of Monthly Progress Reports, Quarterly Performance Summaries, and the Year-End Final Report
  • Coordinate preparation and delivery of the MVP Demonstration Package, ensuring demo environment readiness and executive-level briefing materials are complete for government review
  • Review and approve the Production Deployment Report, confirming deployment outcomes, post-deployment monitoring results, and system stability before government submission
  • Manage staffing allocations and resource planning across peak delivery periods
  • Ensure FITARA compliance for all IT acquisitions and cloud engagements
  • Serve as the escalation point for unresolved cross-agency blockers, critical defects, and schedule risks

Qualifications

Basic Qualifications

  • 12 years of experience
  • Candidate must have U.S. Citizenship
  • Must have the Ability to obtain and maintain a Public Trust clearance
  • 12+ years of demonstrated experience managing multi-agency, multi-stakeholder federal technology programs
  • Experience with federal IT governance frameworks including FITARA, FedRAMP, and FISMA
  • Understanding of federal contract vehicles (IDIQ, GWAC) and COR/CO relationships
  • Certification in program management such as PMP or similar
  • Excellent written and verbal communication skills; experience briefing senior government officials
  • Experience managing distributed remote teams

Preferred Qualifications

  • Bachelor's Degree in engineering, computer science, business management, or related field
  • Experience with DOI, FWS, NOAA Fisheries, or other natural resource/environmental agency programs
