KEY RESPONSIBILITIES
Technical Leadership & Quality Assurance
- Provide overall technical leadership across all sectors (WASH, Protection, Health, Food Assistance, EiE, DRR/AA, Nutrition).
- Ensure all interventions are designed and implemented in line with global standards (Sphere, cluster guidelines, WV models) and donor requirements.
- Develop and maintain technical guidelines, frameworks, and standard operating procedures for all sectors.
- Conduct regular technical reviews and quality assurance assessments across project locations.
- Ensure consistency and quality of interventions across partners and geographic areas
Cross-Sector Integration & Program Coherence
- Lead integration of multi-sector interventions to ensure holistic and complementary programming.
- Facilitate collaboration among sector specialists to strengthen linkages across WASH, Protection, Health, Food Security, and Education interventions.
- Ensure strong alignment between technical design and field implementation.
- Support context-sensitive and conflict-aware programming approaches.
Technical Team Management & Capacity Strengthening
- Directly supervise all sector specialists (WASH, Health/Nutrition, CVA, Protection & GEDSI, EiE, DRR/AA).
- Build a high-performing technical team through mentoring, coaching, and performance management.
- Strengthen capacity of staff and consortium partners through training, technical support, and field accompaniment.
- Promote knowledge sharing and continuous professional development within the technical team.
Technical Support to Planning, Implementation & Delivery
- Provide technical input into annual work planning, budgeting, and activity design.
- Support Senior Program Manager and Project Managers in translating technical design into field-level execution.
- Participate in field visits to provide hands-on technical backstopping and problem-solving.
- Ensure technical feasibility and appropriateness of interventions in evolving contexts.
Learning, Evidence, and Innovation
- Promote an evidence-driven and learning-oriented culture across the project.
- Work closely with Senior MEAL Manager to ensure data informs technical improvements and adaptation.
- Document lessons learned, best practices, and innovations.
- Promote innovation in approaches such as anticipatory action, cash programming, and integrated service delivery.
KNOWLEDGE, SKILL AND EXPERIENCE
- Advanced degree (e.g. master’s degree in social science, development studies or other professional degree), MBA or other relevant degree or experience
- Master’s degree in Public Health, Engineering, International Development, Social Sciences, or a related technical field
- Minimum 8–10 years of progressive experience in technical leadership roles
- Proven experience in multi-sector humanitarian or development programming
- Strong experience in at least one or more core sectors (WASH, Health, Protection, Food Security, EiE, DRR) with ability to oversee integrated programming
- Demonstrated experience managing technical teams and specialists
- Experience working in fragile, conflict-affected, or emergency contexts
- Proven ability to ensure program quality, standards, and technical compliance
- Experience supporting proposal design, technical frameworks, and program innovation
- Excellent English (spoken and written), including report writing.
- Excellent Myanmar is required for engagement with staff, partners, and communities.
- Based in National Office and up to 30–40% travel to field locations
- Ability to work in complex, insecure, and remote environments
- Good health and physical ability to travel to project areas and participate in field activities.
- Strong understanding of global standards (Sphere, CHS, cluster approaches)
- Experience in consortium or multi-partner project environments
- Familiarity with donor technical expectations (FCDO, USAID, UN agencies, etc.)
- Experience in integrated programming and Nexus approaches (HDP)
- Strong facilitation, coaching, and knowledge transfer skills
- Experience in innovation areas such as anticipatory action, cash and market-based programming, climate resilience
