Job Description

The Senior Technical Analyst provides advanced technical, analytical, and advisory support to the Department of Health and Human Services (HHS), Division of Information Solutions (DIS) This role focuses on system monitoring, verification and validation, technical assessment, compliance analysis, and performance measurement across DIS systems. The Senior Technical Analyst works closely with program leadership, technical teams, and stakeholders to assess system effectiveness, ensure regulatory compliance, identify risks and issues, and recommend improvements to system performance, reporting, and governance.

Key Responsibilities


System Monitoring & Performance Analysis


The Senior Technical Analyst monitors and analyzes system performance, operational metrics, usage trends, and capacity data to assess the effectiveness and health of DIS systems. This role supports performance planning, monitoring, and reporting by evaluating available system data, performance dashboards, and reporting tools and by maintaining a comprehensive inventory of performance metrics and associated data sources.

The Senior Technical Analyst identifies system-level challenges, risks, and gaps and develops quantifiable performance metrics aligned to stakeholder needs. The role documents performance issues, trends, and recommendations in clear written analyses and collaborates with DIS stakeholders to define, refine, consolidate, and report performance measures.

Responsibilities include recommending improvements to data collection approaches, performance indicators, and how system performance information is presented to internal and external stakeholders. The Senior Technical Analyst establishes and maintains baseline performance metrics using key indicators such as system usage, system capacity, system performance, customer satisfaction, external data sharing, information management practices, and compliance with applicable laws, policies, and regulations. These baselines are used to assess trends and measure the effectiveness of DIS systems over time.

System Evaluation, Verification & Validation


The Senior Technical Analyst plans, conducts, and documents system verification and validation activities, including evaluation, analysis, inspection, demonstration, and testing. This includes supporting verification testing during development sprints, post-sprint reviews, and pre-release phases.

The role develops and executes functional, performance, and regression testing strategies for both new and existing system functionality. Responsibilities include creating acceptance test plans, test cases, and test scripts and participating in end-user acceptance testing activities.

The Senior Technical Analyst reviews system test documentation, including system test plans, test cases, and defect reports, and independently evaluates whether system releases meet defined requirements and design specifications. The role verifies and validates system deliverables throughout the system development lifecycle and confirms production readiness prior to release.

Additional responsibilities include evaluating system documentation such as administration guides, operations manuals, user guides, release notes, and related technical artifacts, as well as assessing operational documentation including system metrics, incident reports, and performance logs.

Technical & Programmatic Assessment


The Senior Technical Analyst identifies, investigates, and assesses complex technical and programmatic issues affecting DIS systems and provides actionable, data-driven recommendations to DIS leadership and government stakeholders. This includes analyzing system architecture, integrations, data flows, and operational processes to identify risks, inefficiencies, and opportunities for improvement.

The role assesses system compliance with federal and departmental information technology requirements, including capital planning and investment reporting processes. The Senior Technical Analyst reviews cost allocation methodologies, financial tracking approaches, and system metrics to ensure accuracy, traceability, and consistency.

Responsibilities also include monitoring emerging federal policies, guidance, and directives and assessing their potential impacts on DIS systems and investments. The Senior Technical Analyst identifies emerging technologies, tools, and technical concepts that could improve system performance, scalability, security, and sustainability.

The role supports configuration management activities by preparing technical inputs for system change requests, presenting analysis to the Configuration Control Board, and tracking approved changes through implementation to ensure proper documentation, execution, and closure.

Requirements

Required Qualifications

  • Bachelor’s degree in Information Systems, Computer Science, Engineering, Data Analytics, or a related field
  • Seven or more years of experience providing technical analysis, system evaluation, or verification and validation support for federal IT systems
  • Demonstrated experience analyzing system performance metrics, operational data, and technical documentation
  • Strong knowledge of system development lifecycles, verification and validation processes, and software testing methodologies
  • Experience assessing compliance with federal IT policies, standards, and reporting requirements
  • Ability to investigate complex technical issues and develop clear, actionable recommendations
  • Strong written and verbal communication skills, including experience producing technical reports and briefings

Preferred Qualifications

  • Experience supporting HHS, DIS systems, or other large federal civilian IT programs
  • Experience with capital planning and investment reporting, system performance dashboards, or data governance
  • Familiarity with agile development environments and in-sprint testing activities
  • Experience supporting configuration management or change control processes
  • Advanced analytical, data visualization, or reporting tool experience
