Job Description

Modern Technology Solutions, Inc. (MTSI) is searching for a Task Order Project Manager (Senior) in support of United States Space Force (USSF) Space Systems Command (SSC) and Combat Forces Command (CFC) Defensive Cyber Operations.
 
The Task Order Project Manager (TO PjM) is responsible for planning, directing, coordinating, and executing one or more Task Orders supporting the Digital Bloodhound (DB) Program. The TO PjM serves as the primary execution lead for assigned projects, ensuring technical, cost, schedule, quality, and customer satisfaction objectives are achieved while supporting overall program goals. The TO PjM reports to the PM and DPM on all matters regarding their task order.
 
The successful candidate is an experienced leader, communicator, and problem solver with a proven record of delivering complex DoD software development and engineering efforts within a fast-paced Agile/SAFe environment. The individual must effectively lead cross-functional teams, manage competing priorities, foster collaboration, and build strong relationships with customers, subcontractors, and internal stakeholders.
 
Role and Responsibilities:
The Task Order Project Manager is responsible for the successful execution of assigned Task Orders throughout the project lifecycle.

Responsibilities include:

  • Manage projects of varying size, scope, and complexity as part of a larger program portfolio.
  • Plan, direct, coordinate, and oversee execution of assigned Task Orders from initiation through delivery.
  •  Lead integrated teams consisting of contractors, subcontractors, and technical leads.
  • Ensure projects are executed within approved cost, schedule, scope, and quality baselines.
  • Collaborate closely with the Program Director, Deputy Program Manager, Contracts Manager, Program Control, Security, Finance, HR, and other corporate support organizations.
  • Develop and maintain project execution plans, schedules, staffing plans, risk registers, and performance metrics.
  • Monitor project performance and proactively identify risks, issues, dependencies, and opportunities while implementing effective mitigation strategies.
  • Coordinate project staffing requirements, recruit and retain highly qualified personnel, and support workforce planning activities.
  • Supervise project team leads and direct reports by establishing performance expectations, conducting coaching and mentoring, completing performance evaluations, and addressing personnel issues.
  • Foster a collaborative, high-performing team culture focused on accountability, innovation, and continuous improvement.
  • Ensure compliance with contractual requirements, company policies, security requirements, and applicable government regulations.
  • Review and approve project deliverables, status reports, staffing actions, and program documentation.
  • Coordinate with Contracts and Program Control to support project financial management, including labor forecasting, cost reporting, funding management, earned value inputs (where applicable), and contract deliverables.
  • Monitor employee timekeeping compliance and approve timecards for assigned personnel, including subcontractor personnel.
  • Maintain regular communication with customers regarding project status, technical execution, risks, issues, and accomplishments.
  • Support customer meetings, program management reviews, technical interchange meetings, and executive briefings.
  • Assist with proposal development, capture efforts, technical volumes, staffing plans, basis of estimates, and transition activities as assigned.
  • Support implementation of Agile, DevSecOps, Lean, and SAFe best practices throughout project execution.
  • Identify opportunities to improve project execution, operational efficiency, and customer satisfaction through continuous process improvement.
  • Communicate effectively with technical and non-technical stakeholders at all organizational levels.
  • Monitor project staff completion of MTSI training and appraisals
  • Provide strategic advice, technical guidance and expertise to program and project staff
  • Provide detailed analysis, evaluation and recommendations for improvements, optimization
  • Consult with client to define need or problem
  • Communicate clearly, concisely, and with technical accuracy-oral and written

Required:
  • Minimum of 10+ years of experience supporting DoD, Federal Government, or comparable complex technical programs.
  • Minimum of 5+ years of project or program management experience leading cross-functional technical teams.
  • Experience managing software development, systems engineering, cybersecurity, or IT modernization efforts.
  • Experience leading Agile software development projects, preferably within a SAFe environment.
  •  Experience managing subcontractors and multi-company teams.
  • Demonstrated experience with DoD acquisition processes and contract execution.
  • Experience developing or managing Statements of Work (SOWs), Performance Work Statements (PWSs), and contract deliverables.
  • Strong leadership, organizational, communication, and customer engagement skills.
  • Experience briefing senior government and industry leadership.
  • Demonstrated ability to manage multiple priorities in a dynamic environment.
 
Desired:
  • Project Management Professional (PMP) certification.
  • SAFe Product Manager/Product Owner (PO/PM)), SAFe Agilist (SA), or other Agile certification.
  • Experience supporting ACAT I or ACAT II acquisition programs.
  • Experience with DevSecOps, CI/CD pipelines, cloud-based software development, and modern software factories.
  • Familiarity with Jira, Confluence, Azure DevOps, Microsoft Project, Power BI, and Microsoft Power Platform.
  • Experience with Cost and Software Data Reporting (CSDR), software metrics, Integrated Master Scheduling (IMS), and risk management.
  • Experience supporting Space Force, Air Force, or other DoD cyber and software-intensive programs.
 
Education Requirements:
  • Bachelor's (Master’s preferred) degree in Engineering, Computer Science, Information Systems, Business, Management, or a related discipline. With Bachelor’s, minimum 18+years’ experience; with Master’s, minimum 10+ years’ experience
 
Clearance Requirements:
  • Top Secret Clearance required





The pay range for this position in Colorado is $165,000/year to $200,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
