About Console Connect by PCCW Global

Console Connect by PCCW Global is a platform for the Software Defined Interconnection® of applications and infrastructures. It allows users to self-provision private, high-performance connections among a global ecosystem of enterprises, networks, clouds, SaaS providers, IoT providers and applications providers.

We are looking to hire an experienced Talent Development Manager to be responsible for designing and driving the company's Leadership Pipeline and talent development strategy, and serving as the Single Point of Contact for Group HR / Group L&D, ensuring that the group talent framework is effectively implemented in the business unit. Also drives a "Proactive Outreach" culture by actively identifying and intervening in talent development needs.

What you would be expected to be doing:

1. Leadersh ip Curriculum Development

    • Based on company strategy and talent review/performance results, plan the annual Leadership Development Program blueprint
    • Design HiPo (High Potential) identification and development processes, including 360° assessments, coaching, action learning, and other interventions
    • Partner with external consultants / coaches to introduce appropriate leadership assessment tools and workshop content

      2. Group HR / Group L&D Operational Liaison
    • Serve as the "Single Point of Contact" between PCCW Global L&D and Group HR for the day-to-day implementation of the groups’ leadership frameworks
    • Translate Group's Leadership Framework / Competency Model into execution plans applicable to local business units
    • Regularly submit talent development progress reports to Group HR to ensure compliance and policy alignment

3. Proactive Talent Intervention
    • Proactively analyze talent review data and performance appraisal results to identify high-potential talents requiring focused development
    • Proactively recommend corresponding Leadership Programs or coaching to HiPos and their supervisors
    • Regularly send "Talent Development Proposals" to business leaders and HRBPs, suggesting proactive talent intervention plans

4 Talent Data Analysis and Reporting
    • Track promotion rates, retention rates, and performance changes of HiPos after training participation
    • Collaboration within the team to integrate talent data into a "Talent Pipeline Health Dashboard"
    • Report talent development effectiveness to Team Head and business leaders quarterly

5. Course Wiki page and AI Chatbot Content Approval (Leadership-related)
    • Decide the text descriptions, learning objectives, trainer profiles, etc., for Leadership Program wiki pages
    • Approve content drafted by the Specialist to ensure accuracy
    • Conduct final review and sign-off on wiki pages

6. Team Management and Self-Managed Jira Tracking
    • Manage and guide the daily work of junior team members
    • Personally track and update status for all Jira Tickets
    • Accountable for Jira Ticket health; responsive to escalations

7. Budget Estimating
    • Based on Leadership Program planning, external resource costs, and culture event budgets, submit pessimistic / baseline / optimistic scenario budget estimates to Team Head

Requirements
  • Minimum of 5+ years of talent development / organizational development experience
  • Experience in collaboration within multinational organizations
  • Familiar with leadership competency models (e.g., Korn Ferry / DDI / proprietary models) and 360° assessment tools
  • Good written and verbal communication skills in both Chinese and English
