This position provides functional expertise on moderately complex computer applications in an assigned department and may be expected to lead project teams. The incumbent may also be expected to troubleshoot system issues at a moderately complex level and appropriately escalate issues to other resources, as needed. This may include tasks such as creating functional documentation, participating in creating or reviewing technical documentation and training materials.
CORE FUNCTIONS
1. Performs analysis of customer needs, make appropriate decisions and provides resolution or product. Products may include, but are not limited to; online applications, electronic forms, moderate to complex reports.
2. Serves as a liaison for application users or customers. This may include education, negotiation and problem solving tasks to deliver desirable outcome.
3. Maintains optimal operation of departmental application in partnership with information technology or external software vendor, as appropriate. This may include implementation, maintenance, testing and/or functional design.
4. May represent assigned area on project teams with regional or company scope on system implementations, policy and practice changes and process redesign. This may also include managing a department program for the system. May prepare and distribute worksheets and reports, as well as maintain a database.
5. Keeps current on industry and regulatory/compliance issues within assigned areas. Provides education and consultation on these issues to customers.
6. In some roles, this position may supervise staff.
7.This position has system-wide accountability within department or functional area, participates on system project teams and provides input on policy changes.
MINIMUM QUALIFICATIONS
Must possess strong knowledge as normally obtained through the completion of a bachelor's degree in related business discipline to area assigned or computer science.
A level of experience as would typically be obtained in 3 to 5 years working with systems, working as a functional "super-user" of an application in a similar department environment, or providing consultative input for application usage or design is required.
Excellent working knowledge of typical word processing, spreadsheet and/or database applications is required. Good organizational, critical thinking, problem solving, communication and human relation skills are required.
PREFERRED QUALIFICATIONS
Experience with system implementation and project management. Additional experience with specialized applications in related area also preferred.
Additional related education and/or experience preferred.
