Job Description

At NorthBay Health, the Sr. Systems Analyst, Payroll, reporting to the Director, Corporate IT Applications, provides technical and strategic expertise in the implementation, configuration, upgrades, optimization, and ongoing support of the Oracle Payroll Cloud module and related UKG Pro WFM systems. This position primarily supports Payroll operations, including payroll processing, earnings and deductions, costing, tax and regulatory compliance, and time-and-attendance integration, while also supporting adjacent Human Resources, Benefits, Absence, and Workforce Management functions as needed.

The successful candidate partners closely with business stakeholders across Payroll, Finance, HR, and administrative functions to understand operational needs, translate them into system solutions, and drive process improvements. This role plays a key part in digital transformation initiatives, leveraging automation, workflow optimization, and AI-enabled analytics to improve payroll accuracy, compliance, workforce management, and overall operational effectiveness.

The Sr. Systems Analyst applies strong analytical and critical thinking skills to analyze, configure, test, implement, and maintain the Oracle Payroll module and its integrations with related HCM, time, and financial systems, providing advanced problem determination, evaluation, and resolution across the full payroll lifecycle.

Primary Job Duties

  • Serve as the primary system administrator and functional owner for Oracle Payroll Cloud and UKG Pro WFM, configuring payroll elements, earnings, deductions, fast formulas, balances, costing, and payment methods for accurate, compliant, and timely payroll processing.
  • Partner with Payroll, Finance, and HR stakeholders to identify opportunities for process improvement, automation, and digital transformation across the payroll function.
  • Translate operational and regulatory needs into system solutions that improve payroll accuracy and efficiency.
  • Develop comprehensive test plans and test cases, execute payroll parallel and regression testing, and validate functionality for new features, upgrades, quarterly releases, and configuration changes affecting gross-to-net results.
  • Create, analyze, and execute complex payroll reports, reconciliations, dashboards, and analytics using BI Publisher, OTBI, or other reporting platforms.
  • Utilize AI-enabled analytics to provide actionable insights and support payroll auditing and balancing.
  • Manage, monitor, and enforce payroll application security, segregation of duties, and data governance, ensuring compliance with federal, state, and local tax regulations, wage and hour law, garnishment processing, and audit requirements.
  • Support Oracle Payroll and HCM upgrades, statutory and quarterly patch cycles, year-end processing (W-2, tax filings), and new feature releases, including assessing adoption strategies, training requirements, and automation opportunities.
  • Function as a tier-3 and 4, senior-level support resource for payroll, troubleshooting complex processing, costing, tax, and integration issues, identifying root causes, and implementing sustainable solutions within payroll deadlines.
  • Manage and complete user requests, providing regular status reporting and prioritization of new items, work-in-progress, and completed items across the payroll and time-and-attendance landscape.
  • Serve as a mentor to junior team members, sharing expertise in payroll configuration, fast formulas, costing, integrations, reporting, and workflow optimization.
  • Follow Change Management, ITIL, and IT best practices to ensure the confidentiality, integrity, and availability of NorthBay Health's payroll and HCM resources.
  • Manage day-to-day technical challenges and communicate payroll risks, deadlines, or issues to management in a timely manner.
  • Continuously pursuing professional growth, including internal and external learning opportunities, with a focus on Oracle Payroll, statutory compliance, AI-driven analytics, and digital HR/payroll transformation initiatives.
  • Performs other duties as assigned.

Education:

Bachelor’s degree or equivalent via 8 years combination of education and/or experience in IT healthcare field.

Licensure/Certification:

  • Oracle Payroll Cloud certification is strongly preferred
  • Additional Oracle Cloud HCM certifications (e.g., Global HR, Benefits, Absence Management) a plus.

Experience:

  • A minimum of 5 years required, 8 years preferred, of experience implementing, configuring, and supporting Oracle Payroll (Cloud and/or EBS), including payroll elements, fast formulas, balances, costing, payment methods, retro pay, and year-end/W-2 processing.
  • Working knowledge of federal, state, and local payroll tax, wage-and-hour, and garnishment compliance required.
  • Experience in integrating payroll with time-and-attendance and General Ledger systems, and familiarity with UKG Pro WFM, Oracle Integration Cloud (OIC), PL/SQL, OTBI, and BI Publisher, strongly preferred.
  • Experience working in healthcare IT preferred.

Skills:

  • Excellent spoken and written communication as well as receptive listening skills, with the ability to present complex ideas in a clear, concise fashion to technical and non-technical audiences.

Hours of Work:

  • Normally works eight-hour day.
  • Hours will vary according to work demands and project requirements; may require on-call support.

Compensation:

  • Hourly Salary Range: $61.76 - $75.05 (Offered hourly rate based on years of experience)

Work Location Requirement:

  • This position may be performed onsite or remotely; however, onsite work is preferred based on business needs. Preference will be given to qualified candidates who are able to work onsite and are located within a reasonable commuting distance.

Remote Work Eligibility:

  • This position is open to candidates located within the continental United States. Due to state-specific employment requirements and workers’ compensation regulations, we are unable to support remote work arrangements in the following locations: Washington, Ohio, Wyoming, North Dakota, Puerto Rico, and the U.S. Virgin Islands.

Compensation Structure

NorthBay Health uses a structured compensation framework. Staff-level positions use a step-based system (Steps 1–5) based on years of directly related experience, with Step 5 representing 20 or more years of experience in the role. Manager level and above positions are paid a fixed annual base salary and are eligible for a variable incentive compensation plan. Physician compensation is structured based on specialty and role requirements.
