Job Description

The Job

  • Assist business colleagues to define application system needs and identify business process improvement opportunity and perform system design through collecting, understanding and analysing user requirement, conducting feasibility studies, liaising and presenting findings and proposal to business colleagues for comments and acceptance.
  • Assist IT Project Manager to implement IT development project and take the lead in managing assigned projects to ensure successful implementation.
  • Ensure the development and/or enhancement work are completed on time, within budget and meet business needs and up to quality standards by planning and ascertaining the allocation of time, manpower and relevant internal and external resources for the project and regularly monitoring the overall progress.
  • Mentor and supervise junior IT team members, contract personnel and vendors, providing guidance, quality assurance and professional development support. Review solution design prepared by junior team members and vendors.
  • Rate and report the quality including reliability, security, system documentation and performance of computer applications/services developed or implemented by external contractors.
  • Ensure availability of updated documentation of assigned applications by preparing and updating user manual, system/programme specifications and checking the format and correctness of the documentation prepared by external consultants.
  • Lead solution assessment and technology recommendations and drive business process transformation initiatives. Provide technical leadership to project teams. Support IT roadmap planning and application lifecycle management.

The Person

  • Degree holder in Computer Science or related discipline.
  • Minimum 10 years of relevant experience in IT application development , at least 6 years in project management and support in a sizeable organisation.
  • Experience of Agile methodologies, IT Service Management (ITIL) and Project Management (PMP) practices
  • Domain knowledge on at least 1 of the following business areas: 1. Property management; 2. Property development and projects management; 3. Finance (includes accounting and treasury) and procurement; 4. Subsidised housing; 5. Health Care and Elderly Services.
  • Strong technical knowledge of enterprise IT platforms and technologies, including Linux and Windows Servers, Tomcat, JBoss, Oracle Database, Microsoft SQL Server, MySQL, C#, Python, Java, Power BI, Crystal Reports, SharePoint, RESTful APIs, .NET technologies, and CI/CD pipelines.
  • Broad understanding of modern IT architecture and technologies including Application Server, Web Server, Data Warehouse, cloud-native applications, microservices, Mobile device computing.
  • Hands-on experience with Agile project delivery tools and collaboration platforms, including Jira, Confluence, and Playwright.
  • Practical experience leveraging AI-powered coding assistants and developer productivity tools, such as GitHub Copilot
  • Excellent business partnering, stakeholder management, communication skills, negotiation skills and business solution formulation
  • Ability to multi-task and manage in a fast-paced, dynamic environment
  • Passionate, proactive, customer-centric and mature.
  • Effective communication with good presentation and people skills.
  • Well-organized with sound problem-solving and project management capabilities.
  • Good command of written and spoken English and Chinese.
