Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The Supply Chain Technical Advisor is a U.S. Government (USG)–funded position that will be seconded to the Government of Botswana’s Transition Management Unit (TMU). The Advisor will support the Government of Botswana in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. The Advisor will provide high-level technical guidance to the Botswana Ministry of Health (MOH) including NAHPA and CMS and Ministry of Local Government and Traditional Affairs (MLGTA) on strengthening national healthcare supply chain systems in accordance with the Memorandum of Understanding (MOU) signed between the Governments of Botswana and the United States. The Advisor will work day‑to‑day alongside Botswana government staff as a core member of the TMU to strengthen Botswana’s capacity to plan, finance, manage, and sustain healthcare commodities and supply chain functions, to ensure consistent, efficient, accountable, and transparent delivery of medicines and medical supplies. The Advisor will help ensure the successful implementation of Botswana’s strategies to achieve a cost-effective, resilient, and well‑functioning supply chain that supports lifesaving HIV service delivery and advances Botswana’s path to self‑reliance, in alignment with U.S. Government global health policy and the MOU. The Advisor will also work directly with the Department of State foreign assistance team to guide USG investments in supply chain and procurement and will serve as a key liaison between the Department of State, the U.S. interagency, the Botswana Government, international organizations, and donor agencies to ensure coordinated and effective program delivery.

The Supply Chain Technical Advisor will support the Botswana‑based USG Health Assistance / foreign assistance team, the Ministry of Health, CMS, NAHPA, and the Ministry of Local Government and Traditional Affairs to plan, coordinate, and oversee the strengthening of the national healthcare supply chain. Working alongside government counterparts within the TMU, the Advisor will lead and inform the development of strategic guidance to strengthen Botswana’s capacity to manage and sustain HIV and other priority healthcare commodities ; improve forecasting and supply planning, strengthen real-time monitoring of stock levels including stock management and quantification; lower procurement costs, including through pooled or coordinated procurement where appropriate; and better integrate donor‑funded supply chain activities into national systems and programming. The Advisor will help ensure the implementation of cost‑effective, sustainable, lifesaving HIV service delivery in alignment with the MOU between the Governments of Botswana and the United States and U.S. Government global health priorities.

Overall Objective of Assignment

The Supply Chain Technical Advisor will serve as a senior technical advisor in strategic planning, budgeting, implementation, monitoring, and evaluation of supply chain and procurement aspects of Botswana’s HIV/AIDS portfolio, within an integrated health systems approach. The Advisor will function as a primary subject matter expert on health supply chain and procurement for both the TMU and the Department of State foreign assistance team. The Advisor will lead and support policy, strategic, and technical engagements on supply chain and procurement with the MOH, MLGTA, the National AIDS and Health Promotion Agency (NAHPA), CMS, the TMU, and the U.S. Government interagency, as well as with international and bilateral organizations and other donor agencies, to address technical issues and coordinate efforts to strengthen HIV/AIDS and broader health supply chains. Work may include serving as a Program/Project Manager for targeted interventions; providing high‑level technical assistance to Botswana counterparts in the development and implementation of policies, strategic plans, and operational guidance; and advising the Department of State on the design, prioritization, and course‑correction of USG investments in supply chain and procurement. The Advisor will promote and help manage a well‑coordinated, government‑led approach to supply chain and procurement across stakeholders.

Responsibilities

Supply Chain Support to the Botswana National HIV program (50%)

Program Planning and Implementation

  • As part of the joint GoB/USG TMU, work closely with the Government of Botswana to lead and support the strategic planning and implementation of GoB‑ and USG‑supported efforts to improve HIV and related health supply chain and procurement.
  • Monitor and support scale up of planned interventions by participating in fieldwork to improve delivery of supply chain interventions at national and sub-national levels.
  • Provide supply chain–related technical input through the TMU, ensuring evidence-based practices are adopted and aligned with GoB policies and broader global health best practices.
  • Provide technical and programmatic leadership to strengthen the design, implementation and scale up of HIV supply chain and procurement systems strengthening initiatives as indicated in the workplan.
  • Where appropriate, support the use of the pooled procurement mechanisms.
  • Provide direct supply chain and procurement technical support as needed for the rollout of HIV prevention or treatment innovations.

Performance Monitoring and Evaluation

  • Monitor and analyze program implementation against established indicators, identifying performance gaps and barriers. Provide actionable recommendations to improve supply chain and procurement.
  • Collaborate with technical advisors and government staff to institutionalize and scale up supply chain and procurement improvements and initiatives.
  • Facilitate routine reviews, including service delivery processes, program reviews, and Data Quality Assessments, ensuring evidence-based adjustments to strategies and operational plans.
  • Promote the integration and effective use of routine data systems to strengthen evidence-based decision and system strengthening activities.

Supply Chain Audit and Interface for Transition

  • In collaboration with MOH, MLGTA, and relevant supply chain counterparts, provide technical guidance for the design and implementation of any supply chain audit(s) needed to support the transition of HIV services, including mapping current USGsupported commodity flows, warehousing, distribution, and lastmile delivery for facility and community platforms.
  • Support GoB counterparts to use supply chain audit findings to identify risks to commodity security associated with the transition (e.g., stockouts, delays, accountability gaps) and to develop mitigation plans and implementation timelines.
  • Ensure that recommendations from supply chain audits are incorporated into transition plans, costed implementation plans, and relevant national or sub‑national operational guidelines.

Partner Coordination and Resource Management

  • Serve as the technical liaison on supply chain for DoS to NAHPA, MOH, MLGTA, Global Fund, World Bank and other stakeholders to harmonize technical approaches and systems performance across the portfolio.
  • Contribute to the joint planning, reviews and coordination platforms to ensure harmonized implementation across the health sector.
  • Strengthen effective use of resources by providing as needed support for supply chain aspects of Global Fund grant applications, workplans, and implementation reviews, ensuring alignment with grant objectives.
  • Document and share best practices and innovations to expand the impact of successful supply chain strategies nationwide.
  • As needed collaborate with stakeholders to strengthen pre-service and in service training to support supply chain and procurement.

Program Management Support to the Department of State (DoS) Health Assistance Office (50%)

  • Provide high‑level technical oversight and strategic guidance for the supply chain and procurement components of the USG health portfolio in Botswana, ensuring alignment with U.S. Government global health strategy, the MOU implementation plan, and the Government of Botswana’s national HIV and other health program strategies.
  • Shape USG program design and investment decisions by contributing to performance frameworks, budgets, and implementation plans that prioritize sustainable, life‑saving HIV and other essential health services and strengthen national supply chain systems.
  • Review implementing partners’ workplans and progress reports to ensure compliance with program strategies and optimize service delivery.
  • Monitor program performance (identifying gap and bottle necks) and support continuous quality improvements to strengthen data driven solutions to improve the supply chain.
  • Conduct site visits and field assessments to verify programmatic data and observe project implementation, providing direct feedback to the DoS office.
  • Produce high-quality documentation, including briefing notes, portfolio summaries, and technical reports, to synthesize progress, highlight achievements, and outline challenges with actionable recommendations.

Technical Assistance to the DoS Team

  • Provide strategic guidance on Supply Chain and Procurement for HIV/AIDS in the context of evolving policies and regulatory environments.
  • Advise the Department of State foreign assistance team on prioritization, sequencing, and risk management for USG investments in supply chain and procurement, including recommendations for course corrections based on performance and evolving context.
  • Support the DoS team and implementing partners in program design and results-based management for systems strengthening.
  • Monitor national supply chain policy developments, ensuring U.S. government investments remain consistent with the MOU implementation plan, national priorities, and the Botswana National Strategic Plan.
  • Facilitate stakeholder engagement with the Government of Botswana, Global Fund, civil society, and other partners to harmonize programming and strengthen collaboration.
  • Serve as liaison for DOS to support capacity of Botswana’s supply chain system to improve and deliver sustainable health systems improvements for service delivery.

Qualifications

  • Master’s degree or local equivalent from an accredited program in Pharmacy, Public Health, Medicine, or Supply Chain Management.
  • Minimum 7 years of experience in global health initiatives, HIV/AIDS programs, or public health systems management.
  • Demonstrated experience in public health supply chain management and program development.
  • Demonstrated experience with procurement, warehousing, distribution, and inventory management of health commodities.
  • Experience supporting the implementation of electronic inventory management systems and data reporting tools.
  • Proven ability to build capacity and train government or partner staff in supply chain best practices.
  • Strong knowledge of HIV/AIDS service delivery, commodities procurement, and public health programs in Sub-Saharan Africa.
  • Ability to quantitatively and qualitatively analyze program data, monitor performance, and evaluate progress.
  • Excellent English verbal and written communication skills.
  • Ability to work independently and collaboratively across governments, multilateral institutions, non-governmental organizations, and the private sector.
  • Prior experience working with the U.S. government is preferred but not required.

Preferred Criteria

  • Relevant technical experience obtained in Botswana and strong knowledge of the local health system and cultural context.
  • Excellent written and oral communication in Setswana.
