Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
The Supply Chain Technical Advisor is a U.S. Government (USG)–funded position that will be seconded to the Government of Botswana’s Transition Management Unit (TMU). The Advisor will support the Government of Botswana in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. The Advisor will provide high-level technical guidance to the Botswana Ministry of Health (MOH) including NAHPA and CMS and Ministry of Local Government and Traditional Affairs (MLGTA) on strengthening national healthcare supply chain systems in accordance with the Memorandum of Understanding (MOU) signed between the Governments of Botswana and the United States. The Advisor will work day‑to‑day alongside Botswana government staff as a core member of the TMU to strengthen Botswana’s capacity to plan, finance, manage, and sustain healthcare commodities and supply chain functions, to ensure consistent, efficient, accountable, and transparent delivery of medicines and medical supplies. The Advisor will help ensure the successful implementation of Botswana’s strategies to achieve a cost-effective, resilient, and well‑functioning supply chain that supports lifesaving HIV service delivery and advances Botswana’s path to self‑reliance, in alignment with U.S. Government global health policy and the MOU. The Advisor will also work directly with the Department of State foreign assistance team to guide USG investments in supply chain and procurement and will serve as a key liaison between the Department of State, the U.S. interagency, the Botswana Government, international organizations, and donor agencies to ensure coordinated and effective program delivery.
The Supply Chain Technical Advisor will support the Botswana‑based USG Health Assistance / foreign assistance team, the Ministry of Health, CMS, NAHPA, and the Ministry of Local Government and Traditional Affairs to plan, coordinate, and oversee the strengthening of the national healthcare supply chain. Working alongside government counterparts within the TMU, the Advisor will lead and inform the development of strategic guidance to strengthen Botswana’s capacity to manage and sustain HIV and other priority healthcare commodities ; improve forecasting and supply planning, strengthen real-time monitoring of stock levels including stock management and quantification; lower procurement costs, including through pooled or coordinated procurement where appropriate; and better integrate donor‑funded supply chain activities into national systems and programming. The Advisor will help ensure the implementation of cost‑effective, sustainable, lifesaving HIV service delivery in alignment with the MOU between the Governments of Botswana and the United States and U.S. Government global health priorities.
Overall Objective of Assignment
The Supply Chain Technical Advisor will serve as a senior technical advisor in strategic planning, budgeting, implementation, monitoring, and evaluation of supply chain and procurement aspects of Botswana’s HIV/AIDS portfolio, within an integrated health systems approach. The Advisor will function as a primary subject matter expert on health supply chain and procurement for both the TMU and the Department of State foreign assistance team. The Advisor will lead and support policy, strategic, and technical engagements on supply chain and procurement with the MOH, MLGTA, the National AIDS and Health Promotion Agency (NAHPA), CMS, the TMU, and the U.S. Government interagency, as well as with international and bilateral organizations and other donor agencies, to address technical issues and coordinate efforts to strengthen HIV/AIDS and broader health supply chains. Work may include serving as a Program/Project Manager for targeted interventions; providing high‑level technical assistance to Botswana counterparts in the development and implementation of policies, strategic plans, and operational guidance; and advising the Department of State on the design, prioritization, and course‑correction of USG investments in supply chain and procurement. The Advisor will promote and help manage a well‑coordinated, government‑led approach to supply chain and procurement across stakeholders.
