Job Description

The New York City Taxi and Limousine Commission (TLC) is the agency responsible for licensing and regulating New York City's yellow taxicabs, for-hire vehicles (community-based liveries and black cars), commuter vans, paratransit vehicles, and certain luxury limousines. The TLC licenses and regulates over 80,000 vehicles and approximately 150,000 drivers, performs safety and emissions inspections, and holds numerous hearings for violations of City and TLC rules and regulations, making it the most active taxi and limousine licensing regulatory agency in the United States. The TLC plays a pivotal role in furthering public safety within New York City and is a lead agency in a citywide effort to reduce traffic-related injuries. One of the largest components of TLC’s operations is the enforcement of administrative regulations.

The Prosecution Division investigates and prosecutes all summonses issued by TLC, including administrative, field, and consumer and driver-initiated complaints, totaling in upwards of 50,000 summonses annually. Under the leadership of the Associate Commissioner and Managing Attorney the Senior Supervising Attorney will oversee prosecuting attorneys and Supervising Attorneys assigned to the Consumer Complaint Unit (CCU). The Senior Supervising Attorney will also oversee the DPU’s practices including, mediation or prosecution of illegal or fraudulent conduct affecting licensed drivers. Responsibilities will include but are not limited to: managing the intake of complaints filed by members of the public against TLC licensees, reviewing and editing charging documents prepared by prosecuting attorneys; monitoring quality of complainant interviews and prosecutor performance; addressing matters escalated for further action or review; coordinating with case examiners to ensure timely resolution of complaints; participating in outreach events concerning drivers’ rights; conducting settlement conferences; collaborating with state and local government bodies on joint investigations; and participating in regulatory review and recommendations regarding TLC rules impacting drivers.

Qualifications

1. Admission to the New York State Bar; and either "2" or "3" below.
2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or
3. Six months of satisfactory service as an Agency Attorney Interne (30086).
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
In addition to meeting the minimum Qualification Requirements:
To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
