Senior Specialist, Recruitment

(Direct Contract - Fixed Term Employment)

Role Purpose:

The Senior Specialist, Recruitment is responsible for delivering a disciplined, compliant, and business‑focused recruitment service for the Indonesia Business Unit. This role leads end‑to‑end recruitment activities for national and, where applicable, expatriate positions, ensuring alignment with approved Workforce Plans, SKK Migas requirements, and corporate recruitment governance.

Acting as a trusted advisor to hiring managers, the role balances speed, quality, compliance, and cost effectiveness, while building sustainable talent pipelines to support critical technical, project, and corporate capabilities across the project and operational lifecycle.


Responsibilities include but are not limited to the following:

  • Deliver end‑to‑end recruitment activities in line with approved Workforce Plans, project schedules, and business priorities to support timely mobilization of personnel.
  • Partner with hiring managers to validate job requirements, competencies, grading alignment, and hiring timelines, with focus on technical and project‑critical roles.
  • Translate workforce planning and nationalization objectives into effective recruitment plans and sourcing strategies.
  • Ensure recruitment activities comply with corporate recruitment policies, delegation of authority, compensation guidelines, SKK Migas requirements, and Indonesian manpower regulations.
  • Maintain complete and audit‑ready recruitment documentation, approvals, and hiring records.
  • Identify, monitor, and escalate recruitment‑related risks, including compliance, resourcing constraints, and schedule impacts, and recommend mitigation actions.
  • Develop and maintain talent pipelines for critical and niche roles, leveraging direct sourcing, professional networks, and approved recruitment partners.
  • Provide market intelligence on talent availability, remuneration trends, and hiring risks to support informed decision‑making.
  • Manage relationships with approved recruitment agencies and manpower providers, monitoring performance against service level agreements, quality standards, and cost controls.
  • Track, analyse, and report recruitment performance metrics, including time‑to‑fill, vacancy ageing, cost per hire, and compliance indicators.
  • Provide regular recruitment status updates and risk outlooks to Human Capital management and key stakeholders.
  • Ensure a consistent and positive candidate experience throughout the recruitment process and coordinate pre‑employment checks, medicals, and onboarding activities.
  • Comply with all company HSSE policies, standards, and procedures, demonstrating visible HSSE commitment in recruitment and onboarding activities.
    

Qualifications:

Education:

  • Bachelor's degree in Psychology, Human Resources, Management, or a related field.

Experience:

  • Minimum 5–7 years of progressive experience in recruitment or talent acquisition.
  • Demonstrated experience recruiting technical and project‑based roles, preferably within oil & gas or similarly regulated, project‑driven industries.
  • Experience operating within manpower planning, regulatory approvals, and compliance‑driven environments is strongly preferred.

Knowledge & Skills:

  • Strong understanding of end‑to‑end recruitment processes and competency‑based assessment.
  • Working knowledge of oil & gas project phases and technical organizational structures.
  • Sound understanding of Indonesian manpower regulations and recruitment compliance requirements.
  • Strong stakeholder management and advisory skills.
  • Analytical capability to interpret recruitment data and translate insights into actions.
  • High level of integrity, discretion, and professionalism.

  • STAR Interview Skills
  • Targeted Selection Interview
  • Behavioral Event Interview (BEI)
