Job Description

Responsible for overseeing the full lifecycle of federally funded grants to ensure compliant execution, accurate documentation, and sound financial management. Supports organizational objectives by validating eligibility, maximizing cost recovery, and maintaining continuous audit readiness through strong coordination across operational, financial, and project teams.

  • Provides advanced expertise in federally funded grant management to design, enhance, and implement solutions that improve compliance, documentation quality, and cost recovery.

  • Leads compliance monitoring and process evaluation by identifying gaps, recommending corrective actions, and driving improvements to maintain alignment with federal requirements and organizational standards.

  • Develops and delivers training, coaching, and advisory support to increase stakeholder understanding, improve quality of documentation, and ensure consistent application of best practices.

  • Leads end‑to‑end financial and grant compliance activities by setting up federally funded projects in ERP systems, establishing cost‑tracking structures, and ensuring expenditures meet eligibility, documentation, and Uniform Guidance (2 CFR 200) and company requirements.

  • Performs advanced financial reconciliations and reimbursement validation by analyzing expenditures, reviewing variances, reconciling obligations versus claimed amounts, and validating reimbursement requests to maximize federal recovery.

  • Coordinates cross‑functional documentation and audit readiness by partnering with project, engineering, operations, procurement, contractors, and accounting teams to gather complete records, maintain audit‑ready repositories, and support appeals, funds certifications, project scope review, project versioning, and closeout submissions.

  • Strengthens compliance practices and internal controls by interpreting federal program policies, improving workflows, providing compliance training, and staying current on FEMA and federal grant regulations.

  • Interprets, applies, and reinforces company policies, procedures, and standards, ensuring robust compliance with all applicable laws, industry regulations, and internal governance requirements.

  • Participates in storm restoration tasks and assigned drills to contribute to the safe and reliable recovery of services.

  • Performs additional responsibilities aligned with senior‑level expertise and organizational needs, contributing to strategic projects, team development, and enhanced operational flexibility.

Additional Job Description:

Education

  • Bachelor’s degree in Accounting, Finance, Business, or related field required.

Experience

  • 7 years' experience with functional role responsibilities, financial compliance or related program administration and working with data collection, analysis and interpretation.

  • Hands‑on experience with FEMA PA, 2 CFR 200, or other federal funding regulations.

  • Strong experience in financial reconciliations, cost tracking, and portfolio analysis.

  • Practical experience using ERP systems (SAP, Oracle) and tools like Power BI or Power Automate.

  • Experience collaborating with cross‑functional teams (project management, engineering, operations, procurement, finance).

  • Experience leading or collaborating with small projects.

  • Experience as matter-expert and asset resource to provide support to internal/external clients.

  • Demonstrated ability to maintain audit‑ready documentation and apply internal controls.

Additional experience may substitute for required education when it aligns with the competencies and knowledge necessary for the role:

  • Associate’s degree in a relevant field may substitute when accompanied by a minimum of 10 years of experience performing similar functions and at least 7 years of experience performing a previous position as Specialist-level role or equivalent.

  • High School or equivalent (GED) when accompanied by a minimum of 12 years of experience performing similar functions described and at least 9 years of experience performing the responsibilities of a specialist role.

  • Grant & Regulatory Expertise – Strong knowledge of FEMA PA, Uniform Guidance (2 CFR 200), and federal procurement standards.

  • Financial Analysis – Skilled in reconciliations, variance analysis, cost validation, and reimbursement accuracy.

  • Documentation & Audit Readiness – High attention to detail with ability to maintain organized, compliant, audit‑ready records.

  • Cross‑Functional Collaboration – Effective at partnering with project, engineering, operations, procurement, and finance teams.

  • Communication & Training – Clear communicator able to explain compliance requirements and train teams.

  • Systems Proficiency – Advanced ability to use ERP systems (SAP/Oracle) and Excel, PBI for financial tracking and reporting.

  • Problem‑Solving & Process Improvement – Able to identify gaps, resolve discrepancies, and strengthen workflows.

  • Organization & Planning – Strong ability to manage competing priorities and support budget, forecasting, and reporting activities. Experience working with documents, policies, SOP creation and implementation.
