40The Senior Sourcing Manager, Supply Chain is responsible for leading strategic sourcing, contract development, and procurement governance for construction and MRO (maintenance, repair, and operations) categories. This role drives supplier strategy, cost optimization, contract compliance, and operational procurement excellence while ensuring effective systems utilization, stakeholder alignment, and regulatory adherence. The position plays a critical leadership role in delivering efficient, compliant, and value-driven supply chain performance across the organization.

Primary Duties & Responsibilities:

Strategic Sourcing and Contract Management

  • Support execution of sourcing strategies for construction, facilities, and MRO categories in alignment with enterprise objectives.
  • Support the full contract lifecycle, including RFP/RFQ development, supplier evaluation, negotiation, and award.
  • Help identify and implement cost savings and value optimization initiatives.
  • Help establish and manage strategic supplier relationships, including performance reviews, issue resolution, and business reviews.
  • Evaluate and manage participation in cooperative and group purchasing agreements.

Lead Vendor/Contractor Prequalification Program

  • Governance of prequalification processes (e.g., JOC and other delivery models).
  • Oversight of contractor qualification standards and compliance.
  • Coordination of annual reviews and qualification refresh cycles.

Procurement Governance, Systems and Approvals

  • Review and approve procurement transactions to ensure compliance with institutional policies, including:
  • Workday purchase orders (PO), change orders (CO), and supplier invoices (SI).
  • PMWeb contract documents, amendments, and approvals.
  • Exercise delegated approval authority for purchase orders, change orders, supplier invoices, and contracts up to $250,000 per transaction or contract term, in accordance with institutional policy. Escalate transactions exceeding approved thresholds to appropriate senior leadership for review and approval.
  • Help oversee procurement workflows, including:
  • Purchase requisition review for completeness and compliance.
  • Monitoring procurement workflow queues and approvals.
  • Provide strategic and operational guidance to departments on procurement processes and documentation requirements.

Contract Administration and Compliance

  • Support contract administration standards and documentation, including the following:
  • Contract templates, forms, and governance alignment with Contracts Committee processes.
  • Tracking of contract expiration, renewals, and continuing service agreements.
  • Monitoring contract type utilization and spending limits.
  • Help ensure supplier onboarding processes meet compliance and documentation requirements.
  • Support procurement compliance monitoring activities, including:
  • Ensuring procurement documentation completeness and audit readiness.
  • Supporting internal and external audits.
  • Monitoring supplier compliance with insurance, bonding, and regulatory requirements.

Analytics and Financial Management

  • Develop and monitor spend analytics, cost savings, and supplier performance metrics to support leadership decision making.
  • Prepare and present reports on sourcing outcomes, contract utilization, and financial impact.
  • Identify trends and recommend actions to improve efficiency and reduce costs.
  • Monitor procurement data integrity, including:
  • Supplier and contract databases.
  • Spend data compilation and reporting for leadership review.

Supply Chain Operations and Systems Support

  • Work with cross-functional teams to help resolve procurement, invoice, and system-related issues.
  • Maintain sourcing documentation, contract records, and standard operating procedures.
  • Support implementation and continuous improvement of procurement and contract management systems.
  • Help ensure user training, documentation standards, and adoption of procurement tools and processes.

Stakeholder and Supplier Engagement

  • Serve as a liaison between internal stakeholders and external suppliers.
  • Provide responsive support and resolution for procurement and supplier issues.
  • Partner with stakeholders to align sourcing strategies with operational and capital project needs.
  • Promote strong customer service and effective communication of procurement policies and procedures.

Continuous Improvement and Strategy

  • Help lead process improvement initiatives across sourcing and procurement functions.
  • Participate in strategic planning and supply chain initiatives.

Perform other duties as required.

  • Support budget planning, compliance tracking, supplier documentation governance, and audit readiness efforts.

Salary Range

$75,200.00 - $128,800.00 / AnnuallyThe salary range reflects base salaries paid for positions in a given job grade across the University. Individual rates within the range will be determined by factors including one's qualifications and performance, equity with others in the department, market rates for positions within the same grade and department budget.
