Job Description

THOR Solutions is seeking a Senior Program Developer to support a DHS information technology support services program focused on application software development, cloud optimization, and digital modernization. This position analyzes science, engineering, business, and other data processing problems to implement and improve computer systems, and analyzes user requirements, procedures, and problems to automate or improve existing systems. The position creates user information solutions and develops, implements, and maintains application components and interfaces across the full development life cycle. The position reviews system capabilities, workflow, and scheduling limitations, recommends commercially available software where appropriate, and integrates applications through sound database and system architecture. Through these efforts, the position delivers reliable, maintainable, and mission-aligned software solutions that support the customer's modernization objectives.

Typical Responsibilities:

  • Analyze science, engineering, business, and other data processing problems to implement and improve computer systems.
  • Analyze user requirements, procedures, and problems to automate or improve existing systems, and review system capabilities, workflow, and scheduling limitations.
  • Create user information solutions and develop, implement, and maintain application components and interfaces.
  • Define objectives by analyzing user requirements and envisioning system features and functionality.
  • Design and develop user interfaces for internet/intranet applications, determining design methodologies and tool sets and conducting tests.
  • Recommend system solutions by comparing advantages and disadvantages of custom development versus commercially available software.
  • Integrate applications by designing database architecture and server scripting and establishing connectivity with network systems, search engines, and information servers.
  • Troubleshoot development and production problems across multiple environments and operating platforms, and support users through documentation and assistance tools.

Location: Onsite at USCG MIFC LANT (Maritime Intelligence Fusion Center Atlantic) base in Virginia Beach, VA.

Typical Physical Activity: Desk/computer work in an office environment. May involve: repetitive motion.

Typical Pay Range: The anticipated pay range for this position in the identified location(s) is $115,000 – $132,000. Actual compensation offered will be based upon individual factors including education, qualifications, and experience.

Existing TOP SECRET/SCI Security Clearance Required: This position requires an existing active TS/SCI security clearance prior to hire. Only U.S. citizens are eligible for a security clearance; therefore, only current U.S. citizens will be considered for this position.

Required Education, Skills, Knowledge, and Abilities:

  • BS degree in computer science, software engineering, information systems, or a related discipline.
  • Minimum of six (6) years experience analyzing data processing problems and user requirements to implement and improve computer systems; application software development and sustainment experience, including full development life cycle, user interface design, database integration, and multi-environment troubleshooting.
  • Experience recommending commercially available software solutions and improving existing systems.
  • Skilled in Java, Java Applets, web programming, web user interface design, software requirements, software development process, Object-Oriented Design (OOD), multimedia content development, and software debugging; proficiency in Windows, Microsoft Office suite, and SharePoint
  • Strong analytical, problem-solving, and communication skills

Additional Preferred Knowledge, Skills, and Abilities:

  • Relevant software development, Java, or cloud certifications preferred
