PURPOSE OF POSITION

The Senior Software Development Engineer designs, develops, integrates, and supports enterprise applications, web platforms, data solutions, and AI-enabled technologies that improve the efficiency, reliability, and effectiveness of University System of Maryland operations while providing senior-level technical guidance to the software development team.

RESPONSIBILITIES

Enterprise Application Development, Architecture & AI Solutions:

  • Designs, develops, enhances, and supports enterprise applications.
  • Provides technical leadership for application architecture, database design, APIs, systems integration, data flows, and full-stack application development.
  • Leads the design and implementation of complex integrations among USM-wide systems, institutional systems, State of Maryland systems, cloud services, and external platforms.
  • Designs, develops, and supports AI-enabled applications, intelligent automation, and data-driven tools that improve business processes, reporting, decision-making, and user experiences.
  • Integrates enterprise applications with AI platforms, large language models, knowledge repositories, APIs, and institutional data sources while meeting security, privacy, accessibility, and data governance requirements.
  • Evaluates emerging technologies and develops prototypes or proofs of concept to determine their applicability to USM business needs.

Software Quality, Security & Technical Standards:

  • Establishes and applies software development, testing, code quality, security, and deployment standards.
  • Performs or coordinates code reviews, application testing, vulnerability remediation, and performance validation.
  • Ensures applications comply with USM cybersecurity, accessibility, privacy, data governance, and technology standards.
  • Identifies technical debt and recommends improvements to application architecture, maintainability, reliability, and security.

Website & Portal Administration:

  • Provides technical administration, development, integration, and lifecycle management for web platforms and content management systems, ensuring security, accessibility, performance, availability, and maintainability.
  • Oversees website governance processes, standards, and workflows to support effective content ownership and lifecycle management across the organization.
  • Provides technical guidance and support to website stakeholders while ensuring compliance with accessibility, branding, and cybersecurity requirements.

Customer Support, Training, and Stakeholder Engagement:

  • Partners with business owners, system administrators, end users, institutional representatives, vendors, and other stakeholders to support, maintain, troubleshoot, and continuously improve existing enterprise applications and technology services.
  • Provides user training, troubleshoots technical issues, recommends process improvements, and facilitates knowledge sharing and cross-training within the IT department.

Systems Analysis and Business Process Improvement:

  • Analyzes business requirements and operational needs to identify, develop, and implement effective technology solutions.
  • Documents system functionality, business processes, workflows, and technical procedures to support ongoing operations and future enhancements.

ANNUAL SALARY

$145,000-$160,000

Requirements

MINIMUM QUALIFICATIONS

Required Education Level/Certifications:

Bachelor’s degree from an accredited college or university. Relevant experience may be substituted for the required education on a year-for-year basis.

Required Experience:

  • Five (5) years of progressively responsible experience designing, developing, testing, implementing, and supporting enterprise software applications.
  • Experience developing and supporting web-based applications using modern software development tools, technologies, and methodologies.
  • Experience working with relational databases, database design, and SQL.
  • Experience developing and integrating APIs, web services, and enterprise systems.
  • Experience applying software quality assurance, testing, and secure development practices throughout the software development lifecycle.
  • Experience troubleshooting and resolving application, integration, and system issues.

Required Knowledge/Skills/Abilities:

  • Knowledge of software development lifecycle (SDLC) methodologies, software architecture principles, and modern development workflows.
  • Knowledge of source control systems, deployment methodologies, and application support practices.
  • Knowledge of application security principles, cybersecurity risks, and secure coding standards.
  • Proficiency in software development technologies, including PHP, Python, JavaScript, HTML, CSS, and related development frameworks.
  • Ability to analyze business requirements and translate operational needs into effective technical solutions.
  • Ability to design, develop, implement, maintain, and enhance enterprise applications and technology solutions.
  • Ability to evaluate technology solutions and recommend improvements that enhance system performance, security, maintainability, and user experience.
  • Ability to prepare and maintain technical documentation, system specifications, and operational procedures.
  • Ability to communicate complex technical concepts effectively to technical and non-technical audiences.
  • Ability to build collaborative relationships with business partners, system stakeholders, vendors, and technical teams.
  • Ability to manage multiple priorities and projects while meeting established deadlines.
  • Ability to work independently and collaboratively in a team environment.

PREFERRED QUALIFICATIONS

Preferred Education Level/Certifications:

Bachelor’s or Master's degree in Computer Science, Software Engineering, Data Science, Cybersecurity, or related field.

Preferred Experience:

  • Experience developing enterprise applications using JavaScript frameworks such as React.
  • Experience developing and supporting content management systems such as Drupal or WordPress.
  • Experience with cloud-based application development and services, including Microsoft Azure, Amazon Web Services (AWS), or similar platforms.
  • Experience with DevOps practices, CI/CD pipelines, automated testing, and deployment automation.
  • Experience developing AI-enabled applications and solutions using platforms such as Azure OpenAI, Azure AI Foundry, Microsoft Copilot Studio, Azure Machine Learning, LangChain, or similar technologies.

Preferred Knowledge/Skills/Abilities:

  • Knowledge of artificial intelligence, machine learning, intelligent automation, and large language model (LLM) technologies.
  • Knowledge of enterprise architecture, application integration patterns, and cloud-based solution design.
