*This role is aligned to the Diamond Infrastructure Solutions (“Diamond Infra”) company and will be seconded from Dow to Diamond Infrastructure Solutions until January 1, 2027.  At that time, the role will become directly aligned to the Diamond Infrastructure Solutions Company. * 

About this role

Diamond Infrastructure Solutions has an exciting opportunity for a Senior Site HR & LR Manager located in Freeport (TX).

The Senior Site HR & LR Manager is the primary HR business partner for unionized operational sites supporting the Diamond business across Texas (Freeport, Stratton Ridge, Oyster Creek, Seadrift, Houston, Angleton, and Texas City). The role provides end-to-end HR support, including labor and employee relations, talent management, skills and learning execution, contractor workforce management, and local talent sourcing. Partnering closely with site leadership, union representatives, and Diamond corporate HR, the position ensures workforce capability, compliance, and operational continuity in a dynamic Gulf Coast operating environment.

This role requires advanced labor relations expertise, credibility with frontline and senior leaders, and the ability to translate business strategy into practical workforce solutions. The incumbent holds ultimate accountability for site people activities in compliance with local labor laws and leads all labor relations processes, including contract negotiations, administration, interpretation, and management guidance aligned with company objectives. Strong analytical judgment, influencing skills, and the ability to lead complex problem-solving efforts and cross-functional initiatives are essential. This is a site-based role supporting a 24/7 workforce, with time spent in both office and operational settings and travel required across Texas sites.

Responsibilities

Site HR Partnership & Employee Relations

  • Serve as the on-site HR partner for leaders, supervisors, and employees across union and non-union populations for all site HR needs.
  • Provide day-to-day guidance on HR policies, procedures, performance management, attendance, and conduct
  • Lead employee relations matters including investigations, disciplinary actions, grievance response, and corrective action in alignment with labor agreements and company policy
  • Support a positive employee experience while maintaining consistent application of policies and labor agreements

Labor Relations (Union Workforce)

  • Act as the primary labor relations partner for the site in collaboration with HR leadership
  • Interpret, administer, and ensure compliance with collective bargaining agreements (CBAs)
  • Support grievance handling, step meetings, and resolution in partnership with site leadership
  • Prepare leaders for labor discussions, contract administration, and employee communications
  • Assist with union negotiations, preparation of proposals, costing support, and implementation of negotiated changes
  • Maintain effective working relationships with union representatives while protecting business interests
  • Manages strikes and holds responsibility to communicate strategies, expectations, and guidance to the Company.

Talent Management – Skills & Learning and Talent Acquisition

  • Partner with the Sr. Talent Manager and Diamond business leadership to execute site-level talent management strategies focused on skills, capability, and workforce readiness
  • Support skills assessment, qualification tracking, and role-based competency development for hourly and salaried roles
  • Coordinate and deliver learning initiatives specific to Diamond business needs, including:
    • Technical and operational skills development
    • Leadership and supervisor capability building
  • Partner with Dow corporate Learning & Development teams to localize and implement Diamond appropriate enterprise programs at the site level
  • Support succession planning and internal talent pipelines for critical roles
  • Support local talent sourcing strategies to meet site workforce needs, including supporting local recruiting events, job fairs, and community outreach initiatives
  • Partner with Talent Acquisition to fill hourly, skilled trades, and salaried roles

Contractor Workforce Management

  • Serve as the HR point of contact for contractor workforce management at the sites.
  • Maintain contractor rosters, role clarity, and workforce data in alignment with site and corporate requirements
  • Partner with HR Leadership, Procurement, Operations, and site leadership to:
    • Monitor contractor utilization and cost
    • Ensure appropriate role scope and classification
  • Support evaluation and execution of contractor-to-employee conversions, including business case development, selection processes, and onboarding
  • Ensure consistent application of contractor policies and site expectations

Required Qualifications

  • A minimum of a bachelor’s degree or relevant military experience at or above a U.S. E5 or Canadian Petty Officer 2nd Class or Sergeant ranking.
  • 5+ years of progressive HR experience in an operational or site-based environment
  • Direct experience supporting a unionized workforce and administering CBAs, including grievance handling and contract negotiations
  • Strong knowledge of U.S. employment and labor laws
  • Demonstrated ability to partner effectively with frontline leaders and union representatives
  • A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position.

Preferred Qualifications

  • Degree discipline in Human Resources, Business, Labor Relations, related field or equivalent experience
  • Experience in manufacturing, chemical, energy, infrastructure, or industrial operations
  • Experience with skills-based workforce models and technical learning programs
  • Contractor workforce management experience
  • Multi-state Gulf Coast experience

Skills

  • Employee Relations Strategy Set direction and guide leaders through complex, high-risk employee relations matters
  • HR Governance & Policy Leadership Serve as the site authority on HR policy interpretation, ensuring alignment with labor agreements and business objectives
  • Labor Relations Leadership Lead labor relations activities including negotiations, contract strategy, grievance escalation, and strike preparedness
  • Senior HR Business Partnership: Hold accountability for all site people activities and workforce outcomes across multiple locations.
  • Strategic Influence & Credibility Influence senior leaders, union representatives, and corporate HR through trusted partnership and judgment
  • Workforce Capability Strategy Define and execute site workforce capability strategies, including skills, learning, and readiness for future needs
  • Talent & Succession Strategy Drive long-term talent planning, succession strategies, and internal pipelines for critical roles.
  • Contractor Workforce Strategy Own contractor workforce strategy, including cost management, role scope, and integration with site operations
