Job Description
Role Purpose
The GFM Senior Service Delivery Manager – Goa serves as the Subject Matter Expert (SME) for Mechanical, HVAC, and Utilities Maintenance. This role owns the end-to-end reliability, statutory compliance, and performance of all core mechanical plants and critical utility systems at the Goa Mega site.
Acting as the technical authority for mechanical maintenance strategy, the role drives Total Productive Maintenance (TPM) discipline, vendor/OEM governance, and audit-ready plant operations in alignment with Syngenta EHS and GMP standards. The position manages Facilities Management (FM) service delivery and Real Estate lease activities while serving as an ambassador for Syngenta and GSS through strong stakeholder networking and clear cross-functional communication.
Accountabilities
- Technical Authority & HVAC/Chiller Performance
- HVAC & Controls Management: Own the end-to-end performance of HVAC systems, Air Handling Units (AHUs), chillers, cooling towers, and BMS controls across production, lab, and office environments.
- Maintenance Execution: Plan and execute preventive, predictive, and breakdown maintenance schedules for chiller plants (screw/centrifugal), AHUs, VAVs, and ducting systems to optimize uptime.
- System Troubleshooting: Monitor and troubleshoot refrigerant circuits, compressors, condensers, evaporators, and cold-chain/refrigeration systems supporting storage and laboratory areas.
- Energy Optimization: Drive initiatives (VFDs, EC fans, load balancing, chiller sequencing) to improve energy efficiency and lower operating costs.
- Core Plant & Utilities Maintenance
- Utility Uptime: Ensure reliable operation of critical utilities, including UPS systems, DG sets, transformers, LT/HT electrical infrastructure interfaces, compressed air, boilers, water treatment plants (RO/STP/ETP), and fire safety systems.
- Condition-Based Monitoring: Lead predictive maintenance programs using vibration analysis, thermography, and oil analysis.
- Business Continuity: Maintain redundancy, load management, and disaster readiness for critical production and R&D infrastructure.
- TPM & Reliability Strategy
- TPM Implementation: Drive Total Productive Maintenance (TPM) pillars—Autonomous Maintenance, Planned Maintenance, and Focused Improvement—across all mechanical assets.
- Asset Lifecycle & CMMS: Build and maintain asset criticality registers, maintenance SOPs, critical spares inventory, and work order tracking within CMMS/CAFM tools.
- Reliability Metrics: Track and optimize MTBF, MTTR, PM compliance, and breakdown ratios; conduct Root Cause Analysis (RCA) for recurring system failures.
- Vendor Governance, Compliance & EHS
- FM & OEM Partner Management: Govern FM partners (e.g., CBRE) and OEM vendors under outcome-based contract models using SLAs, KPIs, and regular technical audits.
- Contract & Financial Review: Review supplier contract terms periodically alongside Service Delivery Managers to identify cost savings and drive continuous improvement via formal change control procedures.
- Statutory Compliance: Ensure strict adherence to legal and statutory standards (Factory Act, boiler regulations, F-gas/refrigerant handling norms, pressure vessel certifications).
- EHS Leadership: Champion safety practices including Permit-to-Work (PTW), LOTO, confined space entry, and incident investigations.
- Audit Readiness: Support internal, external, and customer audits (ISO 14001, ISO 50001, GMP, SOX, Letter of Assurance) with complete documentation and corrective action closure.
- Site Operations & Real Estate Management
- Facilities Management: Oversee area-level delivery of comprehensive FM services (security, engineering maintenance, cleaning, catering, heating, lighting, and general site services).
- Budgetary Control: Collaborate with Regional GFM Leadership, GFM Finance, and suppliers to establish, manage, and track operational and capital budgets, spending, and accruals.
- Real Estate Management: Maintain the Syngenta Property Database & Real Estate Tracker and manage local Real Estate transactions and lease activities.
- Stakeholder Engagement & Escalation: Serve as the primary operational point of contact and escalation for internal R&D business partners, site leadership, and external entities.
- Project Delivery: Oversee local operational, capital, and maintenance project execution on time, within budget, and to quality standards.
Specific deliverables/ projects within the role
- End-to-end contract governance of key GFM suppliers.
- Operational leadership and high service delivery across India GFM operations / Goa Mega site.
- Execution of capital, maintenance, and operational facilities projects.
- Primary local facilitator between Syngenta business units, suppliers, and third parties.
- Direct management and development of the local Service Delivery team.
Qualifications
Experience required for the job
Essential:
- Experience of managing a diverse team across locations.
- Comprehensive working knowledge of the contracts management in relation to the provision of services to the site, including the related service level agreements and key performance indicators.
- Good knowledge of Health & Safety requirements and how they can best be implemented
- Computer literate.
- Experience of managing 3rd party suppliers, including contract management and the operation of SLAs and KPIs.
- Experience of managing and setting budgets.
- Excellent communication skills, with both internal customers and external suppliers.
- Excellent leadership skills with an ability to manage a team and stakeholders.
- Able to plan and organize work to meet deadlines whilst maintaining some flexibility to manage changing demands.
Desirable:
Experience of working in Site Services function.
Minimum education and critical knowledge required for the job
- Education: B.E. / B.Tech in Mechanical Engineering or equivalent degree.
- Experience: 10–15 years of progressive experience in mechanical and utilities maintenance within manufacturing, pharmaceuticals, agro-science, or process industries.
- Technical Depth: Hands-on expertise in HVAC design/operations, chiller plants, AHUs, refrigeration, and core utilities infrastructure.
- Vendor & Contract Management: Proven history managing third-party FM providers and OEMs under outcome-based SLA/KPI models.
- TPM / Reliability: Strong track record implementing TPM or Reliability-Centered Maintenance (RCM) frameworks.
- Regulatory Knowledge: Deep understanding of relevant standards (ASHRAE, IS codes, Factory Act, pressure vessel laws) and Health & Safety frameworks.
- Languages: Fluent written and spoken English.
Preferred Certifications:
- Certified TPM Practitioner / Certified Maintenance & Reliability Professional (CMRP).
- ISO 14001 / ISO 50001 Lead or Internal Auditor.
- Certified Energy Auditor (BEE) or LEED/IGBC Accredited Professional.
- Prior experience operating within a corporate Site Services / Facilities function.
Experience to be gained:
