Job Description

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Asset Management and Maintenance Safety Office is seeking a Senior Safety Officer to supervise the administration of the safety program and monitor ongoing alignment with legal and regulatory requirements and the Metrolinx Safety Management System (SMS).

What will I be doing?

  • Implements safety management programs to eliminate hazards, mitigate risk, and align with the Metrolinx Safety Management Systems; implements corrective action plans to ensure non-compliance issues are addressed appropriately.
  • Reviews incident investigations report tracks and analyses accident and injury trends to identify areas for improvement and development and recommend intervention strategies that enhance safety awareness and reduce accidents; prepares safety performance reports for management review.
  • Leads and performs safety assurance audits and inspections of the work of business units and external contractors to identify safety hazards associated with the work performed.
  • Leads and coordinates with a variety of internal departments to establish annual safety objectives and performance indicators; coordinates with management to develop safety goals, objectives, safety initiatives, and actions plans.
  • Liaises with external contractors and safety representatives, and reviews contracts and safety management plans for adherence with safety programs; provides recommendations to meet Metrolinx’ safety requirements.
  • Leads and performs risk assessments to eliminate or reduce hazardous effects on the public, passengers, and employees; validates corrective actions plans; works with business units on the implementation of corrective action plans.
  • Reports on and investigates critical incidents and those with high-risk potential; investigates or provides close-out of investigations performed by external contractors; coordinates or facilitates complex investigations.
  • Liaises and works collaboratively with the broader safety division and business units with respect to hazard identification and control, contractor monitoring, regulatory requirements, accident investigation, and notifications to external authorities.
  • Leads the development of, and implements, internal systems to monitor compliance with established policies and procedures.

What Skills and Qualifications Do I Need?

  • Completion of a degree in safety or related discipline – or a combination of education, training and experience deemed equivalent.
  • Demonstrated progressive experience developing, coordinating, and monitoring safety programs and activities.
  • Canadian Registered Safety Professional (CRSP) or Certified Safety Professional (CSP) designation is an asset.
  • Must be able to obtain qualifications in Canadian Rail Operating Rules (CROR).
  • A valid Ontario Class "G" driver's license is required.
  • Knowledge of the interpretation and application of legislative and regulatory requirements including best practices, procedures, and processes governing occupational health and safety, road transportation and/or rail transportation (e.g., Highway Traffic Act, Railway Safety Act, Occupational Health & Safety Act and regulations)
  • Knowledge of transit operations, property management, and facility operations to contribute to the identification and mitigation of potential safety risks and disruptions to operations.
  • Customer service skills to administer safety management practices on Metrolinx properties.
  • Analytical and problem-solving skills to examine incidents and problems, detect root causes, and resolve issues.

    Working Conditions:

  • Required to work days, evenings, nights, and/or weekends and/or holidays on a 24/7 rotational shift basis and is subject to call-in during emergencies and to conduct accident investigations.
  • Frequent fieldwork (80% in field work) in active bus and railway environments with exposure to noise, weather, and moving equipment.
  • Works outdoors at locations across the Metrolinx network and operating areas, in all types of weather conditions and at all times of the day or night.
  • Frequent exposure to properly controlled hazards (e.g., train movements, vehicle movements, designated substances, fumes, and flammable / combustible agents); required to wear / use personal protective equipment (e.g., hard hats, hearing protection, protective eyewear, protective clothing, fall protection, respirators, and protective footwear)
  • Work location is located at 277 Front St West (subject to change or as assigned).
