The Senior Risk Specialist performs a wide range of analytical work to assist the Office of Risk Management in resolving administrative and management issues. The Specialist ensures the Quality Management System (QMS) is established, implemented, and maintained in compliance with ISO 9001 standards. Act as the liaison between top management and staff, reporting on QMS performance, promoting customer focus, and coordinating internal audits and improvements. The Senior Risk Specialist gathers, compiles, and analyzes data for various divisions and ensures accuracy of information and efficiency in process.

Essential Functions
Oversee the development, implementation, and maintenance of QMS processes, policies, and documentation. Report on QMS performance, efficiency, and areas for improvement to top management, typically via management review meetings. actions, and act as the main liaison for external/third-party certification audits Promote awareness of customer requirements throughout the organization and ensure customer feedback is analyzed to drive improvements. Ensure staff are trained, competent, and aware of their roles within the QMS. Coordinates information and ensures effective and efficient communication between departments. Works in collaboration with departmental leadership to perform research, develop talking points, and presentations for department meetings. Gather, clean, and analyze data from various sources to track KPIs. Ensure data accuracy, consistency, and reliability across reporting systems. Manages department performance measure and quality objectives tracker. Maintains the department internet and intranet sites. Publish, edit, and optimize web content using SharePoint. Perform all other work as needed or assigned.
Knowledge, Skills, and Abilities
Knowledge of principles of local government, public administration and public policy
Knowledge of principles of project management.
Strong abilities to interpret complex data and translate it into clear insights.
Strong knowledge of auditing techniques, document control, data analysis, and excellent communication skills.
Ability to solve problems and recommend solutions.
Ability to prioritize multiple tasks, projects, and demands.
Ability to troubleshoot and implement technical solutions.
Ability to analyze problems, identify solutions, and recommend techniques for resolution.
Ability to communicate effectively, both orally and written.
Ability to conduct research and compile reports.
Ability to use office machines including personal computers, copier, and fax machine.
Ability to communicate effectively and diplomatically both orally and in writing with other employees.
Ability to establish and maintain an effective working relationship with all levels of management and other employees.
High accuracy in data auditing and reporting.
Minimum Qualifications
Education
Bachelor's Degree in Public Administration, Public Policy, Accounting, Business Administration, Business, Computer Systems, or Quality Management.
Experience
Four (4) years of experience preferably in administrative, operational, policy, compliance, or analytical work in a large organizational setting. Experience in the public sector or municipal government is preferred.

Equivalencies (Education and Experience)
A high school diploma or GED plus eight (8) years of the required experience will meet the education and experience requirements.
Associate degrees in any field plus six (6) years of required experience will meet the education and experience requirements.
Preferred Qualifications and Other Requirements
Proven experience with ISO 9001 standards and QMS implementation.
Project Management or ISO 9001Internal Auditor Certification.
Salary Range
$62,379.20 - $76,585.60
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
