Job Description

The Senior Right‑of‑Way Activity Technologist plays a vital role in maintaining safe and efficient roadways by leading the Right‑of‑Way Construction Activity Permit (ROWCAP) program. This position is responsible for reviewing and approving Temporary Traffic Control Plans, coordinating work zones and special roadway events, and maintaining accurate GIS data.

Through field reviews, oversight of open‑cut right‑of‑way activities, and collaboration with contractors, internal partners, and residents, this role helps protect public safety and preserve infrastructure—particularly in complex traffic, weather, and visibility conditions.

Key Responsibilities:

• Lead the Right‑of‑Way Construction Activity Permit (ROWCAP) program, reviewing, revising, and approving permit applications to support safe and efficient traffic operations.
• Review and assess Temporary Traffic Control Plans (TTCPs) to ensure compliance with County bylaws, provincial legislation, and national traffic control standards.
• Coordinate and manage work zone planning and conflict resolution, ensuring proposed activities align with existing permits, County projects, and special roadway events.
• Oversee quality assurance on active construction sites, including field reviews, inspections, and direction to inspectors to ensure compliance with approved permits.
• Administer the Open Cut Program, reviewing applications, confirming adherence to standards, and coordinating with internal departments and external agencies.
• Maintain and update GIS and traffic disruption systems related to work zones, road closures, and special events to support accurate public communication.
• Collaborate with internal teams, contractors, developers, utilities, and enforcement services to address complex right‑of‑way and traffic control issues.
• Respond to resident and stakeholder inquiries related to traffic impacts, work zones, and temporary traffic control measures.
• Contribute to the development and periodic updates of bylaws, policies, and manuals related to right‑of‑way and traffic control activities.
• Provide technical guidance and mentorship to inspectors and junior technologists, supporting consistent and defensible permitting practices.

Qualifications and Skills:

• Diploma in Civil Engineering Technology with a minimum of three to five years of related experience in traffic operations, temporary traffic control, and/or roadway construction
• Certified Engineering Technologist (C.E.T.) designation with ASET
• Active Alberta Temporary Traffic Control certification
• Minimum 3–5 years of related experience in traffic operations, temporary traffic control, and/or roadway construction
• Strong working knowledge of relevant legislation, standards, and manuals, including:
  • Alberta Traffic Safety Act
  • MUTCDC (Manual of Uniform Traffic Control Devices of Canada)
  • Alberta Transportation Traffic Accommodation in Work Zones
  • Strathcona County Traffic Bylaw, Right of Way Construction Activity Manual, and Design & Construction Standards
• Experience using GIS tools and permitting/traffic disruption systems (e.g., ArcGIS, TRUMBA) and Microsoft Office
• Excellent communication and customer service skills, with the ability to work effectively with internal teams, contractors, and the public
• Demonstrated ability to manage competing priorities in a fast paced, high-volume environment
• IMSA Level 1 (Roadway Markings and Signing) certification considered an asset

Conditions of Employment:

• Valid Alberta Class 5 Driver’s licence and submission of a 5-year Driver’s Abstract with less than 7 demerits
