Job Description

  • Bachelor's Degree in Civil Engineering, Mechanical Engineering or related Engineering discipline
  • Master's Degree in Structural, Civil, Mechanical or Hydropower Engineering (Desirable)
  • Professional Engineer (PRC Licensed Engineer)
  • Project Management Professional (PMP) (Desirable)
  • Construction Safety Orientation (COSH/BOSH or equivalent)
  • FIDIC Contract Management Training
  • Certified Quality Auditor/Lead Auditor
  • Training in Underground Structures, Hydropower or Pumped Storage Projects
  • Assist the Construction Resident Engineer in supervising all powerhouse construction activities.
  • Monitor civil, structural, architectural, and electromechanical interface works associated with the powerhouse.
  • Verify that construction activities comply with approved drawings, technical specifications, contract requirements, and applicable engineering standards.
  • Conduct routine site inspections and monitor construction progress against the approved schedule.
  • Identify construction issues and recommend practical engineering solutions.
  • Review contractor technical submittals, shop drawings, method statements, Inspection and Test Plans (ITPs), and Requests for Information (RFIs).
  • Coordinate with design engineers to resolve technical issues encountered during construction.
  • Evaluate proposed design changes and provide technical recommendations to the Construction Resident Engineer.
  • Review temporary works and construction methodologies to ensure technical adequacy and safety.
  • Support engineering assessments for variations and claims related to powerhouse works.
  • Ensure implementation of approved Quality Assurance and Quality Control (QA/QC) procedures.
  • Witness inspections, testing, and commissioning activities related to powerhouse construction.
  • Monitor corrective actions for Non-Conformance Reports (NCRs), defects, and punch list items.
  • Verify that construction materials and workmanship comply with project specifications and industry standards.
  • Recommend acceptance or rejection of completed works based on inspection results.
  • Monitor contractor compliance with contract requirements and technical specifications.
  • Assist in evaluating progress claims related to powerhouse construction activities.
  • Provide technical input for contract variations, extension of time assessments, and engineering change requests.
  • Participate in contract coordination meetings with the client, contractor, and consultants.
  • Maintain accurate technical records, correspondence, and site documentation.
  • Promote compliance with project Health, Safety, Security and Environmental (HSSE) requirements.
  • Participate in site safety inspections and hazard identification activities.
  • Verify that powerhouse construction activities are performed using safe work practices.
  • Monitor implementation of environmental mitigation measures applicable to powerhouse works.
  • Report unsafe conditions and recommend corrective actions.
  • Prepare weekly and monthly engineering progress reports.
  • Monitor construction productivity and identify risks affecting schedule and project delivery.
  • Maintain records of inspections, site instructions, technical issues, and resolutions.
  • Assist the Construction Resident Engineer in reporting project status to the Client.
  • Support preparation of completion reports and handover documentation.
  • Coordinate closely with the Contractor, Client, Design Engineers, Resident Engineers, and multidisciplinary Owner's Engineer team.
  • Participate in technical coordination meetings and progress review meetings.
  • Facilitate timely resolution of engineering and construction issues among project stakeholders.
  • Provide technical guidance and mentoring to site engineers and inspectors assigned to powerhouse works.
  • Support effective communication between project teams to achieve construction objectives.
  • Support pre-commissioning and commissioning activities for powerhouse facilities.
  • Verify completion of punch list items prior to project handover.
  • Review as-built drawings and operation and maintenance documentation submitted by the Contractor.
  • Participate in final inspections, testing, and acceptance of completed powerhouse works.
  • Assist in the successful turnover of completed facilities to the Client.
