Overview
We are seeking an experienced Senior Resident Engineer to lead and oversee site supervision activities for a prestigious large-scale development project in Riyadh, Saudi Arabia. The Resident Engineer will act as the Consultant’s on-site representative, ensuring that all construction works are executed in accordance with approved designs, contract specifications, quality standards, project schedules, and health, safety, and environmental requirements. The role requires strong leadership, technical expertise, stakeholder management skills, and extensive experience supervising complex building and hospitality developments. The successful candidate will coordinate multidisciplinary supervision teams, manage contractor performance, and ensure successful project delivery from construction through testing, commissioning, and handover.
Your role
- Act as the Consultant's primary site representative and lead all construction supervision activities.
- Manage and oversee daily site operations to ensure construction works are carried out in accordance with approved drawings, specifications, contract requirements, and applicable regulations.
- Lead multidisciplinary teams including civil, structural, architectural, MEP, landscape, and specialist inspectors.
- Review contractor submissions including method statements, shop drawings, material submittals, work programs, and technical proposals.
- Monitor construction progress and ensure compliance with approved project schedules and key milestones.
- Identify potential project risks, delays, and technical challenges, and implement corrective actions in coordination with stakeholders.
- Chair and lead regular progress meetings, construction coordination meetings, and technical review workshops.
- Ensure contractors maintain the highest standards of quality throughout project execution.
- Review and recommend approval of interim payment certificates, variation orders, claims, and extension of time requests.
- Coordinate with clients, authorities, contractors, operators, and other consultants to facilitate project delivery.
- Monitor compliance with Health, Safety, Security, and Environmental (HSSE) standards and ensure corrective measures are implemented when required.
- Oversee testing, commissioning, system integration, and project closeout activities.
- Ensure timely resolution of technical queries, Requests for Information (RFIs), and site-related issues.
- Monitor and verify compliance with local Saudi regulations, building codes, and authority requirements.
- Review contractor quality assurance and quality control procedures and ensure proper implementation.
- Provide regular project status reports highlighting progress, risks, quality, safety performance, and commercial matters.
About you
- Bachelor's Degree in Civil Engineering, Construction Engineering, or a related discipline from an accredited institution.
- Master's Degree in Engineering, Construction Management, or Project Management is desirable.
- Professional Engineer (PE), Chartered Engineer, or equivalent professional certification preferred.
- Minimum 15+ years of overall professional experience in construction and site supervision.
- Minimum 8 years of experience as a Resident Engineer on large-scale building projects.
- Proven experience supervising major developments such as convention centers, hotels, resorts, mixed-use developments, commercial complexes, or public buildings.
- Strong understanding of international construction standards, quality management systems, and engineering best practices.
- Demonstrated experience administering FIDIC-based construction contracts.
- Extensive knowledge of construction methodologies, inspection procedures, and project delivery processes.
- Strong commercial awareness including variations, claims evaluation, and contract administration.
- Experience working on projects in Saudi Arabia or the GCC region is highly preferred.
- Excellent leadership, communication, negotiation, and stakeholder management skills.
- Ability to manage multidisciplinary engineering and inspection teams in a fast-paced project environment.
- Strong report writing and presentation skills.
- Proficiency in construction management and project controls software.
- Familiarity with Saudi building regulations, authority approval processes, and international building codes.
- Fluency in English is required; Arabic language skills are advantageous.
- Ability to work effectively with clients, contractors, government authorities, operators, and project stakeholders.
