Position: Senior Regulatory & Legal Reform Expert

Experience: 12+ Years

The Senior Regulatory & Legal Reform Expert will lead legal and regulatory reviews, harmonization initiatives, and legislative drafting activities supporting business process simplification and digital government reforms.

Key Responsibilities

• Conduct comprehensive legal and regulatory gap assessments.
• Review Acts, Rules, Regulations, Notifications, Policies, and Administrative Orders.
• Draft new legislation and amendments.
• Prepare Rules, Notifications, SOPs, and subsidiary legislation.
• Recommend regulatory simplification initiatives.
• Lead regulatory harmonization across Federal and Provincial jurisdictions.
• Prepare legal compliance reports.
• Support digitization of regulatory processes.
• Advise technical teams on legal interpretations affecting system design.

Required Qualifications

• LLB (Mandatory)
• LLM preferred

Required Experience

• Minimum 12 years of legal and regulatory reform experience.
• Demonstrated experience drafting:

  • Rules
  • Notifications
  • Regulations
  • Government Policies
• Extensive experience reviewing regulatory frameworks.
• Experience supporting regulatory modernization initiatives.
• Familiarity with Pakistan's constitutional, administrative, and regulatory legal systems.
• Experience on donor-funded governance reform projects preferred.
