About Constructor Group

Constructor Group is expanding its global presence in Singapore, establishing the country as its new global AI and Quantum headquarters. This strategic move will support the creation of 200+ high-skilled roles over the next 2–3 years across research, education, deep technology, and capital businesses.

To support this growth, we are looking for a hands-on Senior Recruiter to join us on a 1-year fixed-term contract. This role will be critical in helping us build strong R&D, technical, and business teams in Singapore and across the wider APAC region.

About the Role

The Senior Recruiter will manage end-to-end recruitment for both R&D and non-R&D positions, partnering closely with hiring managers, business leaders, and HR stakeholders. The role requires strong sourcing capability, excellent stakeholder management, structured interviewing skills, and the ability to support fast-paced hiring in an international environment.

This is an ideal opportunity for a recruiter who enjoys building hiring processes in a scaling environment, working with senior stakeholders, and contributing to the growth of a high-impact AI, quantum, deep-tech, and education ecosystem.

Duties & Responsibilities:

  • Act as a trusted recruiting partner for hiring managers, business leaders, and key stakeholders in Singapore and internationally.
  • Deeply understand business priorities, hiring plans, and role requirements, and translate them into effective recruiting strategies.
  • Manage end-to-end recruitment for R&D and technical roles, including Software Engineers, AI/ML Engineers, Data Scientists, Quantum-related roles, Research Scientists, Product Managers, Product Designers, QA Engineers, and other technology positions.
  • Manage recruitment for non-R&D roles, including Sales, Marketing, Finance, HR, Operations, Administration, and other business functions.
  • Build and maintain strong talent pipelines for critical and niche roles in Singapore and the wider APAC market.
  • Use a variety of sourcing channels, including LinkedIn Recruiter, job boards, professional communities, referrals, networking, academic/research networks, and direct outreach.
  • Conduct structured competency-based and behavioural interviews using the STAR method to assess skills, motivation, culture fit, and long-term potential.
  • Ensure a positive and professional candidate experience throughout the recruitment process.
  • Partner with hiring managers to calibrate role requirements, define selection criteria, provide market insights, and support hiring decisions.
  • Collect, analyse, and improve recruiting metrics, including pipeline conversion, time-to-fill, source effectiveness, offer acceptance rate, and hiring funnel quality.
  • Support offer preparation and negotiation in cooperation with HR, Finance, and hiring stakeholders.
  • Monitor recruitment-related costs and ensure efficient use of sourcing channels, job boards, agencies, and other hiring resources.
  • Contribute to employer branding initiatives in Singapore and APAC, helping position Constructor Group as an attractive employer in AI, quantum, deep tech, research, and education.
  • Participate in additional HR and Talent Acquisition projects, such as referral programs, recruitment process improvement, internal communications, and talent market mapping.
  • Support the development of scalable recruitment practices for Constructor Group’s growing Singapore hub.

Qualifications & Experience:

  • 5+ years of proven in-house recruitment experience, preferably in fast-growing, international, technology, deep-tech, R&D, or education-related organisations.
  • Strong experience hiring for both technical/R&D and non-technical roles.
  • Experience with international hiring and talent markets; experience in Singapore and/or APAC is a strong advantage.
  • Proven ability to source and engage passive candidates for complex and niche roles.
  • Strong stakeholder management skills, with the ability to work confidently with hiring managers and senior leaders.
  • Ability to manage multiple roles and stakeholders in parallel while maintaining quality and speed.
  • Experience conducting structured competency-based and behavioural interviews using the STAR method.
  • Strong understanding of recruiting metrics and ability to use data to improve hiring outcomes.
  • Confident Excel or Google Sheets skills for recruitment analytics, including VLOOKUP/XLOOKUP, SUMIF, COUNTIF, and Pivot Tables.
  • Basic understanding of HR administration, offer processes, and local employment practices; knowledge of Singapore employment regulations is a strong plus.
  • Ability to understand and explain compensation structures, including fixed and variable components.
  • Fluent English is required; additional languages are a plus.
  • Proactive mindset, strong ownership, and readiness to take responsibility for critical hiring priorities.
  • Ability to work in a fast-paced, changing environment with a high level of urgency.
  • Strong professional curiosity and a continuous improvement mindset.
  • Hands-on experience with Greenhouse, BambooHR, Microsoft 365/Outlook, Zoom, and collaboration tools is a plus.
