Parsons is looking for an amazingly talented Senior Quality Specialist – Suppliers to join our team!
What You’ll Be Doing
- Lead supplier and vendor quality management activities across the project.
- Develop and implement supplier quality assurance and surveillance strategies.
- Review supplier quality plans, Inspection & Test Plans (ITPs), procedures, and manufacturing documentation.
- Assess supplier quality capabilities and compliance with project requirements.
- Review supplier / manufacturer documentation and quality submissions.
- Monitor manufacturing and fabrication activities at supplier facilities.
- Coordinate inspection and testing requirements with Suppliers, Manufacturers, Contractors, and Third-Party Inspectors.
- Review Material Inspection Requests (MIRs), Inspection Release Notes, test reports, certificates, and quality records.
- Monitor compliance with approved drawings, specifications, codes, and standards.
- Identify supplier quality risks and establish appropriate inspection and surveillance plans.
- Manage supplier NCRs, quality observations, and corrective actions.
- Support root cause analysis and verify effectiveness of corrective actions.
- Monitor supplier performance and recurring quality issues.
- Coordinate Factory Acceptance Tests (FATs), pre-shipment inspections, and other vendor inspections.
- Ensure quality documentation is complete before material / equipment release.
- Coordinate with Logistics and Construction teams to ensure materials are released in line with project requirements.
- Support resolution of technical and quality issues affecting procurement and delivery.
- Prepare supplier quality reports, dashboards, and performance KPIs.
- Provide recommendations to Project Management regarding supplier quality risks and performance.
Supplier & Manufacturer Quality Management
- Review and approve supplier quality documentation in accordance with project requirements.
- Evaluate supplier Quality Management Systems and relevant certifications.
- Review supplier manufacturing processes and quality control procedures.
- Develop inspection and surveillance plans based on equipment criticality and risk.
- Monitor manufacturing milestones and quality hold points.
- Verify traceability of materials, components, and equipment.
- Review manufacturing records, inspection reports, test certificates, and certificates of conformity.
- Verify calibration status of inspection and testing equipment.
- Monitor welding, fabrication, assembly, coating, painting, and other manufacturing processes where applicable.
- Verify compliance with approved material specifications and approved manufacturers.
- Ensure deviations and concessions are properly documented and approved.
Inspection & Testing
- Coordinate source inspections and supplier surveillance activities.
- Review and monitor supplier ITPs and inspection procedures.
- Witness or coordinate:
- Factory Acceptance Tests (FAT)
- Performance Tests
- Functional Tests
- Hydrostatic / Pressure Tests
- Electrical Tests
- Mechanical Tests
- Material Tests
- Dimensional Inspections
- Coating / Painting Inspections
- Welding Inspections
- NDT Activities
- Review test results and verify compliance with specified acceptance criteria.
- Ensure failed tests are investigated and corrective actions implemented.
- Coordinate inspection release and material / equipment acceptance.
- Verify final inspection documentation before shipment.
Procurement & Engineering Coordination
- Coordinate with Procurement to ensure quality requirements are incorporated into purchase orders and supplier agreements.
- Review technical specifications and quality requirements included in procurement packages.
- Coordinate with Engineering to clarify technical and quality requirements.
- Review supplier technical submittals and deviations.
- Monitor approved vendor and manufacturer lists.
- Support technical evaluation of alternative suppliers where required.
- Ensure supplier changes and substitutions follow the project approval process.
- Monitor long-lead equipment quality status and risks.
- Identify quality issues that may affect procurement schedules and project milestones.
Supplier NCR & Corrective Action Management
- Lead management of supplier-related NCRs and quality observations.
- Review supplier proposed corrective actions.
- Conduct or coordinate root cause analysis for significant quality issues.
- Monitor corrective and preventive actions through closure.
- Verify objective evidence supporting NCR closure.
- Monitor recurring supplier defects and identify systemic issues.
- Escalate critical quality issues and potential delivery risks to Project Management.
Supplier Performance Management
- Establish and monitor supplier quality KPIs, including:
- NCR Rate
- Inspection Pass Rate
- FAT Pass Rate
- Material Rejection Rate
- Defect Rate
- On-Time Quality Documentation
- Corrective Action Closure
- Repeat Non-Conformances
- Develop supplier quality performance reports and dashboards.
- Identify underperforming suppliers and recommend improvement actions.
- Support supplier performance reviews and quality meetings.
- Participate in supplier audits and capability assessments.
- Develop lessons learned and continuous improvement initiatives.
Airport / Infrastructure & Critical Equipment
- Provide supplier quality oversight for critical airport and infrastructure equipment.
- Support quality management of equipment and materials associated with:
- MEP Systems
- Electrical Systems
- Mechanical Equipment
- ICT / ELV Systems
- Fire & Life Safety Systems
- Wet & Dry Utilities
- Roads & Infrastructure
- Airfield Systems
- Specialist Airport Equipment
- Apply risk-based inspection strategies to critical and long-lead equipment.
- Coordinate supplier inspections for equipment requiring specialized testing or certification.
- Ensure critical equipment complies with Client, Consultant, authority, and airport requirements.
Quality Documentation & Handover
- Review and verify supplier Manufacturing Record Books (MRBs).
- Ensure quality documentation is complete, accurate, and traceable.
- Review:

- Warranty Documentation
- Coordinate submission of supplier quality dossiers for project handover.
- Ensure final documentation is aligned with project and Client requirements.
What Required Skills You’ll Bring
- Bachelor's Degree in Engineering, Quality Management, Manufacturing Engineering, or a related discipline.
- Minimum 10 years of relevant experience in supplier quality, vendor inspection, manufacturing quality, or project QA/QC.
- Strong experience managing supplier and manufacturer quality for major construction / infrastructure projects.
- Experience with major airport, infrastructure, industrial, transportation, or large-scale development projects is highly desirable.
- Strong knowledge of supplier quality management and manufacturing inspection processes.
- Experience with FATs, source inspections, vendor surveillance, NCR management, and quality documentation.
- Strong understanding of ISO 9001 quality management systems.
- Experience with multidisciplinary equipment and materials is preferred.
- ASQ, CQI, ISO 9001 Lead Auditor, or equivalent certification is an advantage.
- Strong communication, negotiation, coordination, analytical, and problem-solving skills.
