Parsons are seeking an experienced and detail-driven Senior Quality Specialist to lead and oversee quality assurance and quality control activities for a large-scale airfield/airport development program.

The ideal candidate will have approximately 10 years of experience in construction quality management, with strong exposure to aviation, infrastructure, or mega-project environments. The Senior Quality Specialist will ensure that all works are executed in compliance with project specifications, international standards, and regulatory requirements, while promoting a culture of quality excellence across all project phases.

What You’ll Be Doing:

  • Implement and maintain the project Quality Management System in line with client requirements and international standards (e.g., ISO 9001).
  • Ensure all contractors and stakeholders adhere to approved quality procedures, plans, and inspection requirements.
  • Support continuous improvement initiatives and ensure lessons learned are captured and applied.
  • Oversee inspection and testing activities across all phases, including design, procurement, construction, and commissioning.
  • Review and approve Inspection and Test Plans (ITPs), method statements, and quality documentation.
  • Ensure that all materials and workmanship meet specified standards and project requirements.
  • Plan and conduct internal and external quality audits of contractors, suppliers, and project teams.
  • Identify non-conformities, track corrective and preventive actions, and ensure timely closure.
  • Ensure compliance with applicable codes, standards, aviation regulations, and contract requirements.
  • Manage the Non-Conformance Report (NCR) process, ensuring proper documentation, investigation, and resolution.
  • Analyze trends in quality issues and implement preventive measures to reduce recurrence.
  • Coordinate with engineering and construction teams to resolve quality-related issues effectively.
  • Ensure proper control and management of all quality records, including inspection reports, test results, certifications, and approvals.
  • Prepare regular quality reports, dashboards, and KPIs for project leadership.
  • Maintain audit-ready documentation and ensure traceability of all quality-related activities.
  • Evaluate and monitor supplier and vendor quality performance.
  • Ensure proper material submittals, approvals, and certifications are in place prior to installation.
  • Coordinate factory inspections and material testing where required.
  • Work closely with engineering, construction, HSE, and project controls teams to ensure integrated project delivery.
  • Liaise with client representatives, consultants, and regulatory authorities on quality matters.
  • Support resolution of technical and quality-related challenges across the project lifecycle.
  • Provide guidance and training to project teams on quality standards, procedures, and best practices.
  • Promote a culture of quality awareness, accountability, and continuous improvement.
  • Mentor junior quality staff and support their professional development.

What Required Skills You’ll Bring:

  • Bachelor’s degree in Engineering, Construction Management, or a related field.
  • Minimum 10 years of experience in quality assurance and quality control within construction or infrastructure projects.
  • Proven experience in large-scale or complex projects, preferably in airport, airfield, or aviation environments.
  • Strong knowledge of quality management systems (ISO 9001) and construction quality practices.
  • Familiarity with inspection processes, testing standards, and material compliance requirements.
  • Experience with NCR management, audits, and corrective action processes.
  • Good understanding of construction methodologies and sequencing.
  • Strong analytical, problem-solving, and organizational skills.
  • Excellent communication and reporting skills.

What Desired Skills You’ll Bring:

  • Professional certifications such as ISO 9001 Lead Auditor/Lead Implementer or equivalent.
  • Experience in airport or airfield projects, including runways, taxiways, and airside infrastructure.
  • Familiarity with international codes and standards relevant to aviation and infrastructure projects.
  • Experience working under FIDIC or similar contract frameworks.
  • Ability to work in a fast-paced, multi-stakeholder project environment.
