Job Description

We are excited to introduce a fantastic opportunity for a Senior Quality Control Analyst to join the People Services team within Downer’s Business Services Centre.

This is a senior specialist role on a 2-year maximum term contract, suited to a proactive and analytical professional who thrives in a complex, fast-paced environment and is passionate about strengthening compliance, governance, and operational integrity across People Services processes.

As part of the Compliance Assurance function, you will lead and execute complex sample-based testing activities to assess compliance with internal policies, legislative and industrial obligations, and established control requirements.

Through structured testing and analysis, you will identify control weaknesses, emerging risks, and key themes, providing valuable insights to support remediation, continuous improvement, and stronger risk management outcomes.

Key Responsibilities:

Sample-Based Testing and Assurance

  • Conduct and oversee sample-based testing in accordance with the agreed program of work to assess compliance with policies, procedures, and employment obligations.
  • Guide the development and application of testing methodologies, checklists, and criteria to support accurate, consistent, and risk-based assessments.
  • Review relevant documentation, process information, and data sets to identify key risks, control gaps, and target populations for testing.
  • Manage activities in line with the agreed program of work and proactively escalate any delays or required extensions to the Compliance Assurance Manager.

Reporting and Communication

  • Prepare clear, data-driven summaries of findings, including themes, impacts, and observations, using written reporting and visual aids where appropriate.
  • Provide clear and concise explanations of issues, control impacts, and risk considerations to support informed decision-making.
  • Communicate findings to relevant stakeholders, including People Services and Payroll teams, the Compliance Assurance Manager, Industrial Relations, Internal Audit, and senior management.

Collaboration and Stakeholder Engagement

  • Engage with relevant stakeholders to confirm findings, gather feedback and confirm actionable recommendations in a collaborative and risk-based manner.
  • Serve as a subject matter resource on compliance assurance and quality control matters within the People Services and Payroll environment.

Leadership, Mentoring, and Continuous Improvement

  • Mentor and support Quality Control Analysts to build capability, strengthen testing quality, and promote consistent assurance practices.
  • Provide timely feedback to the Compliance Assurance Manager to support the ongoing enhancement of team effectiveness and operational practices.

Incident Reporting

  • Manage and participate in relevant field work and data collection associated with incidents or review matters.
  • Participate in close-out discussions with relevant senior stakeholders, where required.

What You Will Bring

  • Degree qualification in Finance, Commerce, Business, Risk, Audit, Law, or a related discipline preferred, but not essential.
  • Demonstrated experience in assurance, audit, compliance, quality control, payroll compliance, employment obligations, or a related field.
  • Experience in designing or applying testing approaches, reviewing evidence, and identifying control weaknesses or non-compliance issues.
  • Experience working in a complex, fast-paced, and changing environment with competing priorities.
  • Experience applying structured control, risk, or governance frameworks is desirable.
