What will I be doing?
The Lead Quality Assurance Analyst plays a critical role in the Gulf Coast Workforce Board’s Quality Assurance & Risk Team, functioning as a second-line role under the IIA Three Lines Model. This position ensures compliance with federal, state, and local regulations, monitors workforce programs and subrecipients, and supports enterprise risk management activities aligned with COSO and Uniform Guidance frameworks. The Lead QA Analyst provides technical expertise in monitoring, risk assessment, and quality improvement initiatives to help achieve strategic goals.
Key Qualifications
üMonitoring & Compliance: Plan, coordinate, and execute annual and continuous monitoring of subrecipients and workforce programs in accordance with Uniform Guidance, TWC standards, and GCWB policies. Develop monitoring plans, testing instruments, and working papers; conduct desk reviews, on-site visits, and interviews; document findings and issue reports. Ensure timely follow-up on corrective actions and assist in resolution processes.
üQuality Assurance & Improvement: Conduct programmatic quality assurance reviews to evaluate service delivery, customer satisfaction, and compliance with contractual obligations. Collaborate with program managers to identify gaps, recommend improvements, and assist in policy and process enhancements.
üReporting & Documentation: Prepare draft and final monitoring reports; maintain comprehensive working papers and documentation in compliance with retention requirements under 2 CFR 200. Assist in preparing reporting packages and presentations for the GCWB Audit and Monitoring Committee and senior leadership.
üRisk Management: Support enterprise risk management activities, including risk inventory development, risk scoring, and annual calibration exercises.
üCollaboration & Training: Work closely with program and contract managers, fiscal teams, and external auditors to support monitoring and audit processes. Participate in QA staff training and professional development; contribute to continuous improvement of monitoring methodologies and tools.

Do you have…
üBachelor's degree in an applicable academic discipline or related field of study
ü3 years of experience with local government, nonprofit programs, schools, or in job-related duties
Preferred…
üProficiency in Microsoft Office Suite (Word, Excel, PowerPoint). SharePoint and familiarity with reporting tools.
üTeam player and collaborator with strong analytical, organizational, and technical writing skills.
ü5+ years of experience in workforce development programs, project or risk management.
üKnowledge of COSO Internal Control Framework, Uniform Guidance (2 CFR 200), and risk management principles.
