Main Purpose & Function
The main purpose of the position is to plan and manage the pump station and related sewerage infrastructure capital renewal and repairs. The position is responsible for the design and construction planning of pump station/ sewerage capital projects, station troubleshooting and repairs, managing professional design and construction service contracts, and compliance with project management and quality management requirements through project initiation, design, construction and closeout. The role includes scope definition, resource planning, design milestone management, project coordination and project management in consultation with other city departments, 3rd party utilities (e.g. BC Hydro, Telus, Fortis BC, etc.) and other jurisdictions (e.g. Vancouver Parks and Recreation, Metro Vancouver).

The position reports to the Manager, Sewers & Drainage Design Branch and manages a team comprised of Engineers and Technicians responsible for project scoping, designs, budget estimating and inspection during construction. The position works closely with Sewer Operations, Engineering Project Delivery, and various branches across Engineering and the other departments.

Specific Duties & Responsibilities

Leadership

  • Accountable for the supervision of a team of engineers and technicians responsible for capital project design and construction coordination and project management documents
  • Recruits, selects, coaches and mentors team staff
  • Completes performance plans/reviews and training plans

Asset Planning

  • Coordinate and liaise with staff in the Integrated Strategy and Utilities Planning Division during capital project planning and detailed design
  • Liaise with Engineering branches (Sewer Operations, Water, Streets, 3rd party Utilities, Traffic Management, Electrical Operations, etc.) and other Departments (e.g. Vancouver Parks and Recreation) to efficiently and effectively deliver pump station/sewerage sewer renewal capital projects and repairs.

Asset Design & Construction

  • Review design memos, design drawings and specifications, control narratives, operating parameters, by-pass plans, commissioning plans, etc. for pump station/ sewerage projects
  • Reviews designs for regulatory compliance, consistency with City and industry guidelines, and maintenance serviceability
  • Ensure all pump station projects adhere to the City’s Project Management Framework (PMF) requirements
  • Responsible for the scoping, procurement and management of professional design and construction service contracts for the replacement, upgrades, or repairs of pump stations and related sewerage infrastructure
  • Reviews quality control tests and inspection reports for pump station infrastructure construction projects
  • Oversee commissioning process and station handover
  • Oversees progression and budgetary expenditures of capital projects
  • Liaises with Vancouver Parks and Recreation, Metro Vancouver, government agencies and utility companies for design and permit approval for capital projects
  • Prepares technical reports, presentations, letters and memos
  • Communicates with the public, private contractors, consultants and staff across the city departments
  • Conducts or delegates inspections and liaises with Sewer Operations during pump station projects
  • Other duties/responsibilities as assigned.

System Management

  • Develops, supports and performs pump station system analysis, including liaising with operations staff, to resolve system issues or identify opportunities for improvement
  • Undertakes rezoning and development application reviews for pump station requirements
  • Reviews third party design and construction plans for impacts to pump station and sewerage systems
  • Undertakes the scoping, procurement, and management of professional design contracts for system analysis and assessments

Qualifications

Education and Experience:

  • Bachelor’s degree in Civil Engineering with a Professional Engineer designation and a minimum of eight years’ experience in pump station (or similar) infrastructure design and construction, or an equivalent combination of education, training and experience
  • Registration or eligibility for registration as a Professional Engineer in British Columbia
  • Supervisory experience

Knowledge, Skills and Abilities:

  • Considerable knowledge of engineering principles, practices, methods and techniques related to pump station and other municipal infrastructure
  • Knowledge of sewer design and modelling software related to hydraulic principles and sewer assets
  • Excellent understanding of the design and operation of municipal sewer systems including combined sewer infrastructure, separated sewer infrastructure, and pump station infrastructure
  • Knowledge of recruitment, selection, coaching, mentoring and performance management processes
  • Excellent interpersonal, communication and conflict resolution skills
  • Exceptional time management and organizational skills with the ability to effectively and efficiently prioritize actions in response to numerous and diverse demands
  • Ability to motivate and lead an effective team
  • Ability to work under pressure handling multiple tasks with frequent interruptions and changing priorities within tight time frames
  • Ability to develop and maintain positive, productive relationships at all levels in the organization and external stakeholders

Salary Information: Pay Grade RNG-091: $117,909 to $147,377 per annum
