Job Description

SALARY

$70,993.50 - $88,741.88Under general direction, monitor and evaluate the financial impact of economic development activities; liaison with Tarrant Appraisal District and Tarrant County Tax Office; monitor and evaluate TIRZ, PIDS, abatements, Chapter 380s, etc.; calculate effective and rollback tax rate; and assist in special projects related to financial matters.

ESSENTIAL JOB FUNCTIONS:

  • Ability to assist in Financial and Management Resources Department's economic development functions.

  • Ability to collect tax revenue, tax increment financing (TIF) revenues, and payments - in lieu of taxes and coordinate the collection of unpaid tax revenues with the City Attorney's Office including litigation.

  • Ability to oversee the property collection contract and delinquent tax attorney contract, prepare City's effective tax rate calculation, accounting and reconciliation of property tax accounts.

OTHER JOB FUNCTIONS:

  • Liaison with TAD and Tarrant County.

  • Ability to perform financial analysis of special projects assigned by the Treasurer or the Chief Financial Officer.

  • Ability to review final plats for property tax payment compliance.

  • Ability to perform the daily investment and disbursement of City funds, including daily cash duties, reporting and entering sales and purchases, wire transfers, and bank reporting.

MINIMUM QUALIFICATIONS:

Knowledge, Skills and Abilities Required:

  • Knowledge of principles and practices of accounting and auditing. Knowledge of modern office methods, procedures and equipment, including computerized systems.

  • Knowledge of continuous process improvement techniques and practices.

  • Knowledge and understanding of tax-exempt and taxable fixed income market and investment securities. Knowledge of Texas Property Tax laws and statues as well as those governing property tax abatements.

  • Knowledge of bank terminology and bank reporting software. Knowledge and understanding of legal requirements for tax-exempt debt issuance and public funds investments. Knowledge of Microsoft Software (Excel, PowerPoint, Access), Adobe Acrobat and Debt Management Software.

  • Skill in communicating ideas to all types of individuals orally and in writing.

  • Skill in performing complex statistical and accounting activities and maintaining detailed records of that work.

  • Skill in preparing financial documents and presentations for rating agencies and the financial community. Ability to operate a variety of office equipment including, but not limited to a PC, calculator, and telephone.

  • Ability to research, analyze, and prepare statistical statements and reports.

  • Ability to perform a variety of physical skills including, but not limited to carrying, data entry, filing, holding, lifting up to 15 lbs., pushing, seeing, sorting, standing, stooping, typing and writing.

  • Ability to receive detailed information through oral communication and make fine discriminations in sound. Ability to identify, evaluate and respond to situations or problems in a timely manner.

Qualifying Education and Experience:

  • Bachelor's degree in finance, Accounting, Business or Public Administration

  • Plus, a minimum of three years of related experience.

  • Or Master’s Degree and one year of experience. Advanced training preferred.
