AL Maritime is a business unit within GM&T (Global Markets & Technologies). The activity is articulated around four main businesses: Global Helium, Global Rare Gases, Offshore Energies and Maritime Cryogenic Supply. It is a very international environment, managing multiple locations worldwide.
As part of AL Maritime, Cryogenic Tank Services (CTS) is a Malaysian entity which was acquired in 2015. CTS specializes in cryogenic tank and equipment rental for the offshore and maritime industries as well as in cryogenic transport of molecules, and provides a full range of repair and testing services.
The Senior Proposal Engineer’s purpose is to actively lead the tender process, supporting business opportunities within Air Liquide’s membrane technologies portfolio by delivering accurate, competitive, and compliant technical and commercial proposals within designated timelines. The role requires high level customer/client interactions and coordination expertise internally; this person works closely, at an internal level – with the global sales and engineering teams to develop competitive proposals, while liaising at an external level, with customers/clients to achieve the best possible outcomes for the proposal. The Senior Proposal Engineer functionally reports to the Manager, Natural Gas and Carbon Capture business unit.
Demonstrate safety as first priority in business operations
Develop comprehensive proposal plans that defines the key objectives, timelines and resources required
Prepare accurate, complete and compliant technical and commercial proposals based on the Requests for Quotation (RFQs)
Prepare accurate cost sheets including internal compilation of internal cost estimates and external quotes
Ensure internal governance process followed in order to bring receive approval to proposals and cost sheets for bid submissions
Assist the global sales team with technical and commercial clarifications, including participating in meetings when required
Support sales team with the creation of technical sales and marketing tools
Review critical contract documents and clarify commercial details to finalize contract terms with approval from Proposal Manager
Drive the coordination with the internal engineering team to confirm, develop, and ensure the best technical input is integrated into the proposal
Lead the interface with external groups, including clients, vendors, contractors, and OEMs, to develop and confirm technical and commercial specifications in a timely manner
Review, actively track and update the status of submitted proposals
Manage the administrative execution of tenders, including completing vendor registrations, and preparing tender pre-qualifications
Maintain organized records of all correspondence (clarifications, contracts, and documentation) throughout the tendering activities
Oversee and coordinate internal direct and matrixed resources from customer contact through to order receipt and project handover
BS in Engineering discipline (Chemical, Process, Mechanical preferred)
7+ years of tendering, proposal, or project engineering experience
Demonstrated ability to analyze, interpret and identify key points in proposal process
Demonstrated communication and stakeholder management skills
Ability to conceptualize and analyze business & technology needs
Knowledge of international Oil & Gas standards
Experience in hydrocarbon processing
Experience in gas separations; experience with membranes preferred
Understanding of commercial terms, contracts and risk management
Proficiency with process engineering tools & documents (hysys simulations, PFD, P&IDs)
Demonstrates strong process and operational safety behavior at all times.
Demonstrated understanding of Engineering and Engineering/Procurement models
Demonstrated ability to present technical information to promote technology
Demonstrated ability to coordinate cross functional teams
Self starter with the ability to work with a remote team across multiple time zones
Strong interpersonal and presentation skills
Ability to prioritize tasks and opportunities based on changing business needs
Fluent in English language, both verbal and written
