MANTECH seeks a motivated, career, and customer-oriented Sr. Proposal Content Developer to join our team. This is a hybrid position with occasional travel to Herndon, VA and Hanover, MD.

You will be a strategic leader driving the creation, refinement, and execution of complex, high-value proposal content. This hybrid role merges advanced proposal strategy with cutting-edge AI expertise, positioning you as a central thought leader in our business development efforts. You will spearhead the integration of a rapidly evolving ecosystem of AI tools—including Google Gemini, NotebookLM, Rohan, and custom enterprise solutions—to accelerate research, architect solution outlines, and generate compelling narratives.

Responsibilities to include but not limited to:

  • Direct content strategy: Lead the content development for complex, "must-win" proposals, ensuring compliant, persuasive, and perfectly tailored responses to formal and informal solicitations.
  • Architect winning strategies: Partner closely with Capture Managers, Proposal Managers, and executive leadership to develop win themes, discriminators, and overarching proposal strategies.
  • Translate technical concepts: Lead working sessions with SMEs and graphic designers to translate highly complex, technical concepts into intuitive, compelling narratives and visual solutions.
  • Mentor and train: Guide junior proposal developers and cross-functional team members on proposal best practices, persuasive writing, and the effective utilization of AI tools.
  • Leverage AI for research and architecture: Utilize advanced AI tools to conduct deep-dive research, analyze solicitation requirements, and generate sophisticated, highly customized content architectures.
  • Develop AI workflows and prompts: Design, test, and deploy complex, reusable prompt libraries while architecting continuous improvements to AI-driven templates, workflows, and quality assurance processes to enhance scalability.
  • Manage enterprise resources: Oversee the curation, governance, and architecture of the enterprise proposal resource library, utilizing AI to audit, update, and manage high-quality corporate knowledge.

Minimum Qualifications

  • Education and Experience: Bachelor’s Degree in a relevant field (Business, Communications, English, or technical discipline) with 10+ years of progressive experience managing the full proposal content lifecycle and a proven track record of winning large-scale Government procurements.
  • Customer Knowledge: Deep, nuanced understanding of National Security customer pain points, with a proven ability to ghostwrite executive summaries and mission-aligned value propositions.
  • AI and Prompt Engineering: Advanced expertise with enterprise AI writing tools (e.g., Google Gemini Advanced, ChatGPT Enterprise), combined with the proven ability to engineer complex, multi-shot prompts to produce high-fidelity content.
  • Content Evaluation: Exceptional ability to critically evaluate, fact-check, and elevate AI-generated content to ensure strict compliance, technical accuracy, and a distinct human voice.
  • Writing and Communication: Master-level professional writing, substantive editing, and exceptional communication skills, supported by a portfolio of successful proposals and a talent for driving consensus among executive stakeholders.
  • AI Security Awareness: Strong understanding of data privacy, compliance, and security best practices within enterprise AI platforms.
  • Technical Proficiency: Advanced proficiency in the Microsoft Office Suite (expert-level Word formatting and styles), Adobe Acrobat, and collaborative workspaces (e.g., SharePoint).

Preferred Qualifications

  • Master’s Degree in a relevant field (Business, Communications, English, or technical discipline).
  • Association of Proposal Management Professionals (APMP) Practitioner or Professional certification.
  • Relevant certifications or formal training in AI, prompt engineering, or data analytics.

Clearance Requirements

  • Must have a current/active TS/SCI with the ability to obtain and maintain a Polygraph clearance.

Physical Requirements

  • You must be able to remain in a stationary position 50% of the time.
  • You will need to occasionally move about inside the office to access file cabinets, office machinery, etc.
  • You will frequently communicate with co-workers, management, and customers, which may involve delivering presentations.
