Job Description

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

Our Real Estate Management team is looking for a Senior Property Officer to support the daily management and administration of Metrolinx’s real estate portfolio, with a particular focus on property and site management, as well as major repairs, rehabilitations or demolitions to realty holdings.

In-Office Requirement – NON-HR: This role is an in‑office position based at our 20, Bay Street location. Our team is highly collaborative, and much of our work benefits from in‑person co‑creation, relationship‑building, and hands‑on partnership with leaders across the organization.
What will I be doing?
  • Provides expertise regarding property management, project or construction management, and real estate matters

  • Provides input into business planning and new initiatives; identifies potential retail opportunities within new facilities, and identifies needs (i.e. plumbing, electrical and mechanical systems); gathers and maintains electronic systems and information pertaining to leased and managed properties, file and property inventory

  • Builds strong client relationships with assigned business groups and operating divisions; liaises and consults with internal staff, municipal agencies, transit commissions, community groups, other levels of government, and the private sector to achieve corporate goals and objectives

  • Maintains and updates corporate policies and procedures related to realty services and administration of property services

  • Develops annual and multi-year budgets and schedules for management approval, and manages fixed facility capital projects and programs accordingly

  • Generates and maintains preventative maintenance programs for building and facilities operations within Metrolinx’s property portfolio

  • Manages the rehabilitation, repairs and renovation of owned buildings or sites in compliance with current safety requirements, provincial & municipal procedures, legislation and building codes where applicable.

  • Oversees construction operations (Pre-Construction to Project Close-out Phase) and provides direction to external contractors/consultants as required including manage the work output and ensures results are achieved within schedule and budget restrictions.

  • Prepares procurement documentation, purchases orders and obtains information on applicable costs to engage contractors and purchase services, reviews invoices for accuracy and processes payment

  • Prepares tender packages and procurement contracts, construction or demolition contracts, and property management contracts

  • Familiar with real estate contracts (e.g. leases, licenses, agreements of purchase and sale, encroachments, crossing agreements, permissions to enter. coordinates and confirms client requirements and renewal of leasing contracts, and provides advice on options within the real estate market

  • Engages in negotiations with landlords, solicitors, property management firms, brokers, contractors, vendors and other professionals to reach mutual agreement

  • Monitors and supervises progression of work being performed by junior team members, contractors and vendors, and monitors work executed for compliance with relevant legislation, policies, and procedures

  • Other duties as assigned.

What Skills and Qualifications Do I Need?
  • Completion of a university degree in Property Management, Facilities Management, Construction Management, Urban Planning, Geography, Finance or Engineering or other related field – or a combination of education, training and experience deemed equivalent

  • Demonstrated progressive experience in real estate, property, project or construction management

  • A valid Ontario Driver’s License (Class G) is required.

  • Completion of a recognized Real Estate, Engineering (C.E.T & P.Eng), Project Management or Construction Designation would be an asset

  • Building and property management systems, construction practices, and service contracts related to operations, demolitions, and management of all types of facilities

  • Heritage properties and regulations surrounding their care and management

  • Analytical, problem solving, negotiation, oral/written/presentation skills to negotiates fees, contractual terms and agreements, obtain approvals and handle contractual claims

  • Real estate practices and principles, and land titles; commercial leasing, property appraisals, and negotiations.
