Parsons is looking for an amazingly talented Senior Project Quality Specialist – ICT / ELV to join our team!

What You’ll Be Doing

  • Lead quality assurance and quality control activities for ICT / ELV systems.

  • Develop and implement ICT / ELV quality requirements in accordance with the Project Quality Plan.

  • Review ICT / ELV drawings, specifications, equipment schedules, Method Statements, ITPs, and inspection procedures.

  • Monitor installation activities and verify compliance with approved design and project requirements.

  • Lead inspections, surveillance activities, and quality audits for ICT / ELV works.

  • Review Material Inspection Requests (MIRs), Work Inspection Requests (WIRs), material submittals, certificates, test reports, and technical documentation.

  • Verify approved materials, equipment, cables, containment, racks, devices, and accessories are correctly installed and protected.

  • Monitor Contractor and Subcontractor quality performance.

  • Identify quality risks, defects, non-conformances, and recurring installation issues.

  • Lead review and monitoring of NCRs, quality observations, and corrective actions.

  • Support root cause analysis and ensure effective corrective and preventive actions.

  • Coordinate quality-related technical issues with Engineering, Construction, and Commissioning teams.

  • Participate in Client / Consultant inspections, quality meetings, technical workshops, and audits.

  • Monitor testing, commissioning, integrated systems testing, and handover activities.

  • Ensure complete and traceable quality records are maintained.

  • Support preparation of weekly and monthly quality reports and quality dashboards.

  • Provide technical quality guidance to Project Quality Engineers / Inspectors.

  • Promote continuous improvement and quality awareness across ICT / ELV project teams.

Installation Quality Control

  • Inspect installation of ICT / ELV containment, conduits, trays, trunking, cabinets, racks, and equipment.

  • Verify cable routing, segregation, identification, labeling, and termination.

  • Monitor fiber optic installation, splicing, termination, and protection.

  • Verify structured cabling installation and patch panel termination.

  • Inspect network cabinets, racks, servers, switches, and associated equipment.

  • Monitor installation of CCTV cameras, access control devices, intercoms, speakers, displays, sensors, and other ELV devices.

  • Verify equipment mounting, positioning, alignment, access, and protection.

  • Ensure equipment installation complies with manufacturer requirements and approved shop drawings.

  • Verify interfaces with electrical power, containment, HVAC, fire protection, and architectural works.

  • Ensure concealed ICT / ELV works are inspected prior to closure.

  • Verify as-built locations and cable / device records.

Testing & Commissioning

  • Review ICT / ELV testing and commissioning procedures and ITPs.

  • Monitor testing activities and ensure approved acceptance criteria are met.

  • Verify fiber optic testing including OTDR and insertion loss testing.

  • Monitor copper structured cabling certification and test results.

  • Review network infrastructure testing and connectivity verification.

  • Monitor CCTV image quality, camera coverage, recording, storage, and functional testing.

  • Monitor access control functionality, device operation, communication, and system integration.

  • Monitor public address / voice evacuation testing.

  • Support testing of intercom, master clock, digital signage, IPTV, and other ELV systems.

  • Coordinate integrated systems testing between ICT / ELV systems and BMS, security, fire alarm, and other interfaces.

  • Review testing and commissioning records.

  • Ensure failed tests are investigated and corrective actions implemented.

  • Support final system demonstration and Client acceptance.

Engineering & Design Quality

  • Review ICT / ELV design documentation for compliance and constructability.

  • Coordinate with ICT / ELV Engineers and Design Consultants on quality-related technical matters.

  • Ensure construction teams are working from the latest approved drawings and revisions.

  • Monitor approved design changes and verify implementation at site.

  • Review equipment schedules, cable schedules, rack layouts, system architecture, and interface requirements.

  • Support resolution of RFIs, Technical Queries, and design clarifications.

  • Coordinate ICT / ELV interfaces with Civil, MEP, Electrical, Architectural, Security, Fire & Life Safety, and specialist systems.

  • Support BIM coordination and model-based quality reviews where applicable.

Airport / Infrastructure Responsibilities

  • Provide specialist quality oversight for ICT / ELV systems serving airport terminals, airfield facilities, support buildings, and infrastructure.

  • Monitor technology systems within airside and landside environments.

  • Support quality management of critical airport communication, security, surveillance, and operational technology systems.

  • Coordinate quality requirements with airport operational and security constraints.

  • Monitor interfaces with existing operational ICT / ELV systems.

  • Support phased testing and commissioning of airport technology systems.

  • Ensure ICT / ELV works comply with Client, Consultant, airport, authority, and project-specific requirements.

NCR & Corrective Action Management

  • Lead review of ICT / ELV NCRs and quality observations.

  • Support root cause analysis of installation defects and system testing failures.

  • Coordinate corrective actions with Contractors, Vendors, Engineering, and Construction teams.

  • Verify rectification works and supporting evidence.

  • Monitor recurring quality issues and implement preventive measures.

  • Maintain ICT / ELV quality registers and action trackers.

Quality Audits & Reporting

  • Lead quality audits and surveillance inspections of ICT / ELV Contractors and specialist vendors.

  • Monitor compliance with project quality procedures and ISO 9001 principles.

  • Prepare inspection, surveillance, and audit reports.

  • Track NCRs, observations, and corrective action closure.

  • Prepare weekly and monthly ICT / ELV quality reports.

  • Monitor key quality indicators including:

    • NCRs

    • Quality Observations

    • Inspection Pass Rate

    • Test Failures

    • Material / Equipment Rejections

    • Rework

    • Audit Findings

    • Corrective Action Closure

  • Identify recurring trends and provide recommendations to Project Quality Management.

What Required Skills You’ll Bring

  • Bachelor's Degree in Electronics Engineering, Telecommunications Engineering, Electrical Engineering, ICT, Computer Engineering, or a related discipline.

  • Minimum 10 years of relevant experience in QA/QC, project quality, or construction quality for ICT / ELV systems.

  • Strong experience with ICT, telecom, structured cabling, security, ELV, and technology systems.

  • Experience on major airport, infrastructure, transportation, commercial, or large-scale development projects is highly desirable.

  • Strong understanding of ICT / ELV installation, inspection, testing, commissioning, and handover.

  • Experience with ITPs, Method Statements, MIRs, WIRs, NCRs, inspection procedures, and testing documentation.

  • Good knowledge of relevant ICT / ELV standards and industry practices.

  • Experience working with specialist vendors, Contractors, Consultants, and Client representatives.

  • Strong understanding of ISO 9001 quality management principles.

  • ISO 9001 Lead Auditor, CQI, or equivalent quality certification is preferred.

  • Strong communication, leadership, coordination, analytical, and problem-solving skills.
