The successful candidate for this position will be part of a team of Senior Project Managers in the Capital Works Delivery Unit. They will be responsible for providing advanced project management and technical expertise for large, complex projects supporting Toronto Water's core businesses, including plants, facilities, linear assets, electrical, mechanical, process control and information technology systems.

Major Responsibilities:

  • Manages and provides leadership for large complex multi-year projects for plants, facilities, pumping stations and linear infrastructure from inception to completion. Assesses funding, schedule, scope requirements, develops Terms of Reference, fully defines project deliverables, and manages change conditions. Ensures effective teamwork, communication, high standards of work quality, organizational performance, documentation and continuous learning.
  • Manages and evaluates the work performance of external service providers, timeline, cost and completion of required tasks. Finalizes contract payments and implements quality control/quality assurance, finalizes contract payments, and ensures project expenditures are controlled and maintainedwithin approved budgets and in compliance with legislative and policy requirements.
  • Negotiates and settles financial disputes and claims from contractors, consultants, vendors, other stakeholders and external parties.
  • Ensures standardization relating to project administration, documentation, processes and technical design and ensures the proper maintenance of all required documentation and produces or supervises the production of such documents
  • Analyzes business processes and related data to enable continuous improvement and control measures for quality, efficiency and effectiveness of services.
  • Prepares Committee and Council reports, presentations, purchasing documents , contract plans, specifications and estimates.
  • Leads multi-disciplinary project teams, supervises staff and directs project team members, consultants and contractors.
  • Manages, motivates and trains the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Works with the leadership team to develop the annual capital and operating budget that accurately reflects realistic project and program timelines.
  • Identifies, evaluates and provides technical expertise and recommendations for the resolution of complex issues with assigned projects. Ensures compliance within guidelines by acting as a signing authority.
  • Represents the Division/Service Area/City at meetings with the public, stakeholders and councillors and as technical specialist at meetings, hearings, court proceedings, grievances and arbitrations and other tribunals.
  • Maintains relationships with councillors, the public, consultants, government agencies, developers, suppliers and contractors relative to the positions responsibilities. Establishes and maintains linkages to other divisions in the City to co-ordinate input and ensure effective partnership.
  • Leads, solves, investigates, conducts studies, analyses, surveys, researches and develops effective solutions for complex problems while controlling measures for quality, efficiency and effectiveness of services.
  • Develops, reviews and implements detailed plans and recommends policies regarding program specific requirements
  • Leads the review of drawings, purchasing documents and specifications prepared by staff, contractors and consultants


Key Qualifications:

  1. Post‑secondary education in a relevant professional discipline (e.g., business administration, public administration, strategic or project management, process improvement, change management), or an equivalent combination of related training and experience.
  2. Professional Engineer (P.Eng.) designation in Ontario and extensive experience related to the role; additional professional certifications (e.g., PMP, Six Sigma) are considered assets.
  3. Extensive experience in project and construction management for water infrastructure upgrades and modifications, including consultant assignments, construction contract administration, scope change management, risk mitigation, and regulatory compliance.
  4. Demonstrated ability to work collaboratively and professionally with senior management, elected officials, political staff, and the public, exercising tact, discretion, and sound judgment when handling sensitive issues and inquiries related to capital works in the public right‑of‑way.
  5. Comprehensive knowledge of applicable legislation and regulatory frameworks, including the Occupational Health and Safety Act, Construction Act, Environmental Assessment Act, Environmental Protection Act, Conservation Authority Act, and Federal Fisheries Act.
  6. Ability to review, interpret, and prepare reports on engineering drawings, plans, technical memoranda, specifications, and related documentation.
  7. Proven experience planning, organizing, and coordinating multiple concurrent, interdisciplinary assignments within required timelines.
  8. Highly developed communication skills, with the ability to clearly convey complex technical information to diverse audiences while maintaining a strong customer service focus.
  9. Strong interpersonal, client service, and teamwork skills, with demonstrated ability to collaborate effectively with consultants, contractors, internal staff, developers, elected officials, and other stakeholders.
  10. Ability to travel to various work locations and construction sites; a valid Province of Ontario Class G driver’s licence and access to a reliable vehicle are required.
