Summary

Vacancy is in the Office of Management, Budget, and Grants. Under Administrative direction, manages a significant project within the grants department and in collaboration with internal departments, coordinates grants through their lifecycle (i.e. application, award, implementation, reporting) ensuring compliance with grant terms and conditions. Manage administrative aspects of awarded grants, including building a repository for future project reference within the tracking, reporting finances, and project outcomes using our online grants system (EUNA) and financial system (MUNIS). Coordinate and communicate with project teams and other city departments (e.g. Finance) to ensure grant-funded projects are progressing as planned. Provide oversight and ensure compliance with all grant implementation and reporting as required by funders e.g. Federal and State government, foundation/corporate donors. Develop and maintain professional relationships with grant-making organizations. Develop and maintain professional relationships with grant-making organizations. Direct experience with federal agencies such as HUD, DOJ, FEMA, HHS is preferred. Generate, analyze and disseminate reports documenting grant utilization and outcomes. Provide training and guidance to departments/staff around grant processes and management. Oversight of preparation and submission of grant proposals, ensuring alignment with funder requirements and organizational goals. Maintain and update commonly used grant portals. Provide RFP support for on-call grant-writer list. Evaluate grant-writer proposals. Research and identify potential sources of grant funding from both public and private entities.

This is a HMEA position. The hours of work are 40 per week and the above salary includes 5% in lieu of overtime.

Examples of duties

The examination will consist of a rating of your training and experience as contained on your application. All parts of the examination will be related to the requirements of the position. The examination is designed to measure the following:

Knowledge of:

• Project management concepts, principles and practices.
• Federal, state and municipal laws and regulations related to project activities.
• Fiscal management, grants management, budgeting, public health management, financial markets and investments and Human Resources.

Skill in:

• Performing complex analyses and research independently.
• Communicating clearly in both oral and written form.
• Utilizing Microsoft Office products, including Word, Excel and PowerPoint.

Ability to:

• Lead other professionals in the functions of project management.
• Plan, assign and supervise the work of subordinate professional staff.
• Locate and compile information data or facts from specialized sources.
• Apply contractual language, as needed, to work to ensure compliance.
• Establish and maintain effective working relationships with government officials, business representatives and the general public.

Qualifications

Open to all qualified applicants who meet the following qualifications:

Bachelor’s Degree from an accredited college with major coursework in Business Administration, Public Administration, Public Policy, Finance, Economics, Project Management or a closely related field AND five (5) years of full-time, responsible professional experience significantly related to grants management, grant compliance, or management of grant-funded project or programs.

In the absence of a four-year degree, full-time, professional direct experience in the specific area of assignment may be substituted for the above educational requirement on a basis of one (1) year of experience for each year of the educational requirement.

If selected, you will be required to pass a physical examination administered by a City physician, a drug and alcohol screening examination, and a background check. If appointed, you will serve 3-12 months of probation. This examination and employment process is subject to all federal, state, and municipal laws, rules and regulations.
