Senior PM position opened to backfill recent vacancy and support the expanding portfolio within PMC's Gas Development organization. Work is underway on development of various natural gas combined-cycle and simple-cycle facilities, an LNG storage evaluation and other existing facility modifications. Duke’s Integrated Resource Planning team continues to identify the need for new generation in all jurisdictions and additional sites must be evaluated and prepared for development. Development process covers everything from permitting, regulatory approvals, scope and pricing development and approvals, stakeholder engagement/coordination, bidding and selecting major equipment and contractors, and preparing the project for success as it transitions into the commit phase for execution. Depending on various factors, the development project manager may continue with the development team working on future sites or transition with a project into execution. The Gas Development team is also evaluating potential upfit and modifications to existing facilities, as well as other miscellaneous projects that may require similar development support and execution oversight.

Senior Project Manager (Sr PM) position has single point accountability or can be under general direction of a Sr. Project Director or Project Director. Sr PM position is responsible for management, or assisting management, of all phases of project planning and execution to ensure project success factors are met. These include but are not limited to scope, schedule, cost, quality, environmental, safety, communications, security, and integration. In addition, this position is highly involved in the funding management and budgeting for the project. This position may have direct reports consisting of Project Managers and Project Controls and/or other resources such as construction management, engineering, administrative support staff and contingent workers.

This position is typically assigned a portfolio of “Green” or “Brown” ranked projects per the Project Management Center of Excellence Risk-Informed Ranking Process. Higher ranked projects with greater risk may also be assigned when accompanied with an Enhanced Support and Oversight Plan (ESOP). The position is accountable for a portfolio of assigned projects with Moderate to High levels of risk and typically involve complex but mature technology and moderate complexity. Sr PM’s are accountable to various stakeholders that include facility and department level personnel in addition to Senior Management, and possibly the Board of Directors and External Agencies. Sr PM’s may be assigned to projects with specific risk-informed requirements based on specific experience and skill sets. Sr PM’s serve as unifying agent providing leadership, decision making, management, guidance, direction, coordination, and control of overall projects in accordance with established policies, procedures, systems, and requirements of the Company. This is a leadership position, and minimum qualifications must be met to be placed within this position. Progression to this level is based on experience, knowledge, skills and abilities, and restricted based on Business Unit needs to manage the portfolio.

Responsibilities

  • Create / Staff / Lead Project Team. Sr PM's provide leadership, oversight, direction, management, delegation, and coordination with various internal and external organizations that are providing services to the project (Development, Engineering, Project Controls, Estimating, Construction Management, Supply Chain, Legal, EHS, QA/QC, Operations, Communications, Stakeholder Engagement, Regulatory, Security, Fuels, Transmission, etc.). Sr PMs manage matrixed members of the team daily. They interface with functional leaders of matrixed team members regarding placement, development and conflict resolution.
  • Establish and maintain communications among all project stakeholders. Structure, lead, or assist in project related meetings to ensure open communication between team members, key stakeholders, and management. Prepare, communicate or report monthly project status, kickoff meetings, weekly and monthly required communication. Assure Project Plans, appropriate reporting means are developed and communicated according to PMCoE Standards and Business Unit implementing procedures. Effectively communicate with appropriate management / governance team.
  • Plan assigned project(s) including scope, schedule, cost, safety, and quality aspects. Champion the process of project planning including scope and work definition, estimating, schedule formation, monitoring, cost control measures, procurement/contracting strategies, equipment selection, vendor selection, start-up and commissioning plans, integration processes, and warranty management as applicable.
  • Execute projects according to plans within approved scope, cost and schedule constraints. Includes objectives, stakeholders, scope, roles and responsibilities, assumptions and constraints, deliverables, Work Breakdown Structure (WBS), schedule, external communication, regulatory strategy, procurement strategy, contractor and supplier strategy, resource plans, budget, lessons learned, risk plan, quality plan, safety plan, environmental plan, security plan, integration plan, data management plan, communications and reporting plan, change management, and project close out.
  • Effective Leadership, Development, Mentoring of PM Specialists, PM I’s, PM II’s, and PC’s Roles. Provide coaching, mentoring and leadership to other career path members. Share tools, learnings, expertise in manner consistent with corporate leadership and PMCoE.
  • Effective Presentation Skills. Ability to create, develop and deliver project / business case presentations to Senior Management / project sponsors.

Required/Basic Qualifications

  • Bachelor's degree
  • 7 plus years related work experience
  • In lieu of Bachelor's degree(s) and 7 plus year(s) related work experience listed above, High School/GED and 11 plus year(s) related work experience

Desired Qualifications

  • Master’s degree in project management or
  • Master's degree in Business Administration
  • Professional Engineer and/or Configuration Management II Professional (CM2-P) and/or Project Management Professional (PMP)
