Job Brief:

This position will be an employee of Lutheran World Relief. The RISE Fund project strengthens disaster preparedness, governance, and resilience in Nepal's most vulnerable provinces, Karnali and Sudurpaschim. The program runs across multiple sectors to reduce humanitarian risks and build inclusive disaster risk management systems.

The program has four interlinked components:

  • Emergency Preparedness & Coordination - establishing rapid response teams, provincial search and rescue units, and activating emergency operations centers.
  • Shelter & Relief Support - pre-positioning emergency supplies, constructing temporary shelters, and ensuring rapid deployment within 24-72 hours after disasters.
  • Health & WASH Services - training health workers, deploying mobile medical camps, distributing dignity kits, and restoring safe water and sanitation systems.
  • Protection & Logistics - providing mental health and psychosocial support, safeguarding vulnerable groups, and creating an emergency transportation fund for rapid deployment.

The project aims to work with the provincial government to enable them to target 13 priority districts and 116 municipalities, directly benefiting over 30,000 individuals and indirectly reaching more than 500,000 people.

The Senior Project Manager- DRR, Emergency and Humanitarian Response Manager (DEHRM)'s core functions are to manage anticipated DRR, Emergency and Humanitarian Response including identifying and supporting local partners, implementing projects, representing LWR in the government and non-government sector in federal and provincial level. The DEHRM will oversee and monitor the implementation of anticipated DRR, Humanitarian and Emergency Response project activities in close coordination with federal and provincial governments stakeholder along with peer agencies, manage local implementing partners, and ensure the program quality; and meet the highest international as well as Donor's standards of implementation.

Responsibilities:

Program Management: 20%

  • Support in design and implement DRR, emergency and humanitarian response related projects and programs in coordination with federal and provincial Government, local partners and other stakeholder as necessary.
  • Leads design and implementation of DRR, emergency and humanitarian response program in Nepal.
  • Ensure current and potential LWR's DRR partners have capacity and skill to implement assigned projects.
  • Ensure all reports meet LWR internal deadlines, Cooperation Agreement deadlines, and/or AAA award agreement deadlines.
  • Ensure partner narrative and financial reports are completed and submitted to the LWR-Nepal office and HQ on a timely basis.
  • Works as a team member of partner selection committee and provides inputs on technical capability of potential partner organization for future opportunities.
  • Manage partner organizations for successfully implementing the project and ensure high-quality outcomes in or field.
  • Monitors the assigned DRR, emergency and humanitarian response project periodically including financial, collects learning and provide feedback and mentoring to partner organizations and LWR for improvement in program. Support in project evaluation, assessment and surveys including developing terms of reference (ToR) and agreement with consultant and firms.

DRR, Emergency and Humanitarian Response: 30%

  • Support in design and implementation of DRR, early preparedness and emergency response and resilience program in Nepal.
  • Ensure that the reporting requirements of donors and LWR are timely submitted with high-quality standards.
  • Coordinate in establishment and strengthening of Rapid Response Teams, Provincial Search and Rescue Teams, Emergency Medical Teams, and other emergency response mechanisms.
  • Work closely with partners and ensure stock pilings are maintained at strategic locations and ensure minimum standard of the emergency materials and develop Standard Operating Procedure (SoP) for handling stockpiling.
  • Support in activation or strengthening of Provincial Emergency Operations Centers (PEOCs) and coordination mechanisms.
  • With Country Office and HQ, provide input on decisions regarding responding to sudden onset and complex emergency situations.
  • Lead LWR needs assessments or participate in joint assessments and draft high-quality needs assessment report within 72 hours from sudden onset emergency.
  • Participate in initial coordination meetings of response agencies and document outcomes.
  • Represent LWR at selected UN and peer agencies (AIN) cluster meetings related to DRR, emergency, and humanitarian response.
  • With PD, coordinate with CHO and HQ on response decisions.
  • Lead the Country Office emergency team following protocols as outlines in the Emergency Preparedness Plan.

Coordination and Collaboration: 20%

  • Maintain and liaise cordial coordination, communication and collaboration with government stakeholders, donors, peer agencies and local partners.
  • Maintain strong relationships with federal, provincial, and local governments, humanitarian coordination mechanisms, donors, UN agencies, and NGO partners.
  • Represent LWR in relevant coordination forums, including NDRRMA, Ministry of Home Affairs, Provincial Ministries, AIN working groups, UN Clusters, DDRCs, LEOCs, and other humanitarian platforms.
  • Obtain necessary permission, authentication from the ministry or province and municipality as required.
  • Lead for approval of related project Agreement (PA) and project evaluation by the SWC and other government stakeholders.
  • Represents LWR in AINTGDM working group of AIN and others.

Technical Support: 10%

  • Provide technical DRR, Emergency and Humanitarian response supports to local partners, and their staffs along with provincial LWR's co-workers.
  • Provides technical support in DRR, emergency health preparedness, humanitarian response, resilience, shelter, WASH, health in emergency, and protection programming to provincial and provincial and local government officials as well as partner NGOs on program implementation.
  • Support in establishing and strengthening of rapid response team, search and rescue team, emergency medical team, and community-based disaster preparedness mechanisms.
  • Ensure high-quality implementation of emergency shelter, dignity kits, WASH, health, and psychosocial support interventions.
  • Strengthen emergency health preparedness and response by training health workers, DDRC members, and Emergency Medical Teams (EMTs); supporting disease early warning and risk communication through mass media; and coordinating the deployment of mobile medical camps to provide first aid, essential medicines, maternal and child health services, disease surveillance, and referral services during emergencies.
  • Facilitate Technical training to Government officials (Provincial, district and local government stakeholders), NGO and LWR staff on CHS, SPHERE and other relevant HA tools.
  • Organize technical meeting and workshop in consultation with government stakeholders at provincial, district and local along with peer agencies related to DRR, HA and emergency response.
  • Act as a key resource person in conducting above training, project design and business development in the DRR, HA and emergency response programming area, gap-filling and taking on growth responsibilities, as needed.
  • Coordinate the identification of staff capacity and technical assistance needs of partner organizations and capacity strengthening and required interventions to support program quality.
  • Work closely with MEAL team to monitor project performance, generate evidence, document lesson learned, success stories and improve program quality.
  • Lead in developing the ToR for the consultant as needed for the project and hire them ensuring the LWR's standard procedure and requirement.

New Business Development 10%

  • Supports and facilitates exploring new DRR, preparedness, HA and emergency response program opportunities in the country.
  • Serves as a member of country focal person for institutional donor as well as other donor opportunities on DRR, emergency and humanitarian response and be the member of capture and proposal team.
  • Lead in drafting concept note related to DRR, emergency and humanitarian response opportunities in the country.
  • Contributes to develop LWR/Corus DRR, emergency and humanitarian response portfolio in Nepal.
  • Position LWR to engage into any consortium related to DRR, emergency and humanitarian response program as suggested by the supervisor.
  • Provides technical content for concept note and proposal development in the sector of DRR, emergency and humanitarian response and as suggested by the supervisor.

Communication and Learning 10%

  • Lead and facilitate to design DRR, HA and ER related communication and learning documents.
  • Facilitate and develop and design communication materials about new innovative learning from the ongoing projects and programs.
  • Facilitate and prepares radio jingle, TV messages and other communication materials as required and provide these to partner organizations.
  • Prepares the communication plan, IEC materials and provide feedback to NGOs, LWR and government stakeholders for continuous improvement.
  • Draft communication material for LWR Nepal/Corus and share with Marketing and communication team in the headquarters in consultation suggestions with your supervisor.
  • Work as focal person for the DRR working groups for country office Nepal and ensure the DRR, emergency and humanitarian response issues are addressed in the projects and programming.
  • Work as focal person for (Humanitarian Assistance (HA) in collaboration with HQ HA team.

Supervisory:
This position needs to supervise two provincial DRR Specialists, M&E Officer and Finance Officer

Education & Experience:

  • Bachelor's with at least 7 years' progressive experience in designing, managing, implementing, and monitoring the DRR, emergency and humanitarian response and resilience related projects or equivalent combination of education and experience; Master's degree in relevant field desired.
  • Demonstrated experience managing terms and conditions as well as other international donors.
  • Proven track record of developing and maintaining strong working relationships with host country counterparts and NGO/FBO/CBO actors.
  • Experience working with US-based and international partners (NGO/FBO/CBOs, universities and other technical institutions).
  • Familiarity with humanitarian systems internationally and in Nepal

Knowledge, Skills and Abilities:

  • Good understanding of concept of DRR, early warning, anticipatory early action, climatic resilience and emergency health preparedness programming.
  • Should have understanding of humanitarian standards such as CHS, HAP, SPHERE.
  • Independently able to be writing high-quality donor reports.
  • Excellent communication and influencing skills to communicate effectively and credibly, both verbally and in writing in English/Nepali language fluency required
  • Demonstrated ability to work effectively with government systems mainly at province.
    Experience working with local-based NGOs and community organizations
  • Ability to travel at least 30% of the time.
  • Proficiency in Office 365 applications including Word, Excel, SharePoint, and PowerPoint. Ability to work effectively both independently and as part of a team.
  • Demonstrated ability to lead technical delivery, coordination of/collaborate on program implementation across multiple teams (between departments, between HQ and country offices, etc.).

Working Conditions, Travel and Environment:

  • LWR has an in-person work policy, with all employees reporting to the office Monday through Friday The employee must be available to work outside normal office hours or on the weekends as required.
  • This position must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in different locations, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.
  • If applicable, must have authorization to work in the country of assignment.
