The Senior Project Manager will lead complex, large-scale initiatives within Ontario Health’s cyber security portfolio, supporting the Ontario Health Cyber Security Centre (OHCSC) and the continued implementation of the Cyber Security Operating Model (CSOM).
This role works across a highly integrated healthcare environment to help strengthen cyber resiliency, enable secure care delivery and support coordinated cyber security capability uplift across Ontario’s healthcare sector.
Operating in a dynamic and evolving environment, this role brings clarity to ambiguity, establishes delivery strategies, and ensures successful outcomes across multiple interrelated initiatives.
Here is what you would be doing:
Support delivery of Ontario Health Cyber Security Centre (OHCSC) and Cyber Security Operating Model (CSOM) related initiatives that advance cyber security maturity, shared services, and coordinated cyber resilience across Ontario’s health care sector.
Coordinate across provincial, regional, and local stakeholders, including the Ministry of Health, Local Delivery Groups (LDGs), vendors, managed security service providers, and health service providers, to support alignment, adoption, and delivery of project outcomes.
Manage initiatives that involve multiple delivery partners, dependencies, governance forums, and implementation pathways across a complex, multi-stakeholder health system environment.
Translate provincial cyber security priorities into actionable project plans, delivery milestones, stakeholder engagement activities, and reporting products for leadership decision-making.
Support consistent communication, issue management, and escalation across internal teams and external partners to maintain momentum on initiatives with sector-wide impact.
Develop and execute project plans, schedules, and governance frameworks
Deliver multiple interdependent initiatives while managing risks, dependencies, and competing priorities
Provide clear direction in complex or ambiguous project environments
Identify and address strategic risks, adjusting delivery approaches as needed
Ensure alignment of project delivery with organizational and Ministry priorities and long-term goals
Build and maintain strong relationships with sponsors, executives, and cross-functional teams
Engage stakeholders to drive alignment, collaboration, and informed decision-making
Manage expectations through clear, consistent communication and updates
Proactively identify risks and implement mitigation strategies
Resolve issues or escalate appropriately to maintain project progress
Develop contingency plans to address challenges and ensure successful delivery
Lead cross-functional teams, including internal staff and external partners
Provide coaching and mentorship to support team development
Foster a collaborative, accountable, and high-performing environment
Develop and maintain project documentation, including plans, status reports, and deliverables
Provide timely, accurate reporting to leadership and stakeholders
Ensure effective governance and change control processes are in place
Identify opportunities to improve project delivery processes and outcomes
Contribute to strengthening project management practices across the organization
Here is what you will need to be successful
Education and Experience
Bachelor’s degree in computer science, healthcare, business, or a related discipline, or equivalent experience
8+ years of experience managing large-scale, complex projects or programs
Experience delivering technology-enabled initiatives in highly integrated environments
Experience managing cross-functional teams, including internal and external resources
Project Management Professional (PMP) required, Agile certification (preferred),
Experience with project management methodologies (e.g., Waterfall, Agile)
Experience delivering cyber security, digital health, technology, or risk-related initiatives in healthcare, government, broader public sector, or other highly regulated environments is an asset.
Experience working with multiple external partners, vendors, ministries, shared service organizations, or sector stakeholders on large-scale program delivery is an asset.
Healthcare sector experience is considered an asset
Knowledge and skills
Knowledge of cyber security program delivery, including governance, risk management, maturity improvement, shared services, and incident readiness.
Strong ability to communicate program objectives, risks, decisions, and progress in a clear, concise manner for executive, technical, operational, and sector-facing audiences.
Strong project management expertise, including planning, risk management, and delivery execution
Advanced analytical and problem-solving skills, with the ability to navigate complex challenges
Excellent communication skills, with the ability to engage both technical and non-technical stakeholders
Strong stakeholder management and relationship-building skills
Ability to lead through influence in a matrixed environment
Demonstrated ability to manage competing priorities and deliver results under pressure
Strong leadership and team development capabilities
Sound judgment, decision-making skills, and ability to think strategically
Ability to operate effectively in a provincial program environment with multiple stakeholders, complex dependencies, evolving priorities, and high public-sector accountability.
