PROMOTIONAL OPPORTUNITY FOR CURRENT REGULAR CITY EMPLOYEES

The City of Pasadena is seeking an experienced and strategic Senior Project Manager with expertise in managing complex land use projects. This is a new and exciting role in the Planning & Community Development Department. The position will be vital in advancing complex, innovative land use projects and planning efforts, such as the development and management of a Specific Plan for the 710-stub area. When not directly engaged in 710 related planning efforts, this position will lead or support a variety of functions across the department, which will be determined as capacity and opportunities are present.

IDEAL CANDIDATE

The ideal candidate is someone who has well-documented experience in managing complex land use/transportation/infrastructure planning projects or who has managed or implemented other types of projects involving multiple facets of inter- and intra-governmental organizations as well as community stakeholder groups. The successful candidate will be a results-driven, high-level project manager who thrives working independently, but will also be required to collaborate with the various stakeholders to move the project forward. Other key skills needed for success on the job include strong planning, organizational and follow-through skills; excellent written and verbal communication abilities; and the desire and ability to cooperate and collaborate with others.

  • Manages high profile and complex land use projects and planning efforts, involving collaboration with inter- and intra-governmental organizations, such as, but not limited to, the development of a Specific Plan and implementing the Vision Plan for the 710 stub, large-scale developments, amendments to the Pasadena Municipal Code, City-wide interdepartmental projects.
  • Research, collect, analyze, comprehend, prepare, and interpret data related to land use matters, such as, but not limited to, zoning/land use regulations; environmental factors; population and social economic trends; transportation, housing, economic and development trends; and other related factors.
  • Prepares requests for proposal/qualifications for consulting services, is involved in the selection process, tracks work performed, reviews technical documents, monitors schedule and budget.
  • Prepare summaries, technical assistance, and recommendations in a clear and concise manner to management, in consideration of state legislation, and local legislation and policies.
  • Prepares legal notices, staff reports, and related public hearing documents, for various decision makers and hearing bodies. Will primarily makes presentations to the Planning Commission and City Council and their committees.
  • Builds rapport and actively engages with a range of stakeholders, elected officials, appointed Commissioners, City colleagues, members of the public and community organizations, project applicants and their technical team, to complete assignments.
  • Represents the Department at various public and community meetings; may meet with a variety of federal, state, county, and other municipalities, and private/community organizations regarding assignments.
  • Participates in outside community and professional groups and committees and provides technical assistance as necessary.

Qualifications

EDUCATION AND EXPERIENCE

  • Bachelor's degree in political science, marketing, real estate, urban planning, business or public administration, economics, or a closely related field

  • Five years of progressively responsible experience in City/Transportation Planning; Policy Analysis; Architectural/Project Management; including at least two years in a lead analytical, managerial, or supervisory role.

SELECTION PROCESS
The selection process will consist of an evaluation of training and experience and the most highly qualified candidates may be invited to participate in an oral examination, and department interview. Probationary work period is 12 months. The position is a part of the Pasadena Management Association.
