The primary purpose of the Feasibility Studies Unit (FSU) is to lead and execute the project scoping process. The project scoping process consists of the express design and project scoping report activities and is the initial step in the planning and design for a candidate project. The goal of the project scoping process is to produce a consistent and reliable description of project alternatives that can be used to (1) better define project scope and costs as part of prioritization and planning and (2) can be effectively relayed to project managers as a means to jump-start the project development process.

The Feasibility Studies Unit is looking for a Senior Project Engineer who will execute the day-to-day activities and tasks required to lead a multi-disciplinary team to deliver express design and project scoping report activities.

Your duties as a Senior Project Engineer will include:

•Leading a portfolio of STIP and non-STIP projects during the project scoping phase to ensure express designs and project scoping reports are delivered on schedule, within scope, and according to the project budget.
•Ensuring that products prepared meet quality expectations. These products include the development of the initial scope of improvements needed, representative conceptual designs with cost estimates, and include a preliminary analysis of the environmental impacts associated.
•Maintaining project schedules and milestones
•Tracking project changes
•Identifying risks and opportunities as well as mitigation strategies to ensure projects remain in scope, on schedule, and within budget.
•Communicating with team members to expedite the completion of critical tasks, documenting decisions made, completing designs, and ensuring deliverables produced are in compliance with all federal and state laws, rules, regulatory actions, policies and procedures.
•Analyzing environmental data and highway design information
•Regularly communicating project status to the Program Manager, team members, the Division, and other stakeholders.
•Performing tasks such as project planning, design, environmental analysis, and development.
•Providing oversight to private engineering firms (PEF), administering PEF contracts, and providing feedback on consultant performance.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range: NC 20 $70,478 - $123,336

Management prefers applicants with the following:

  • Experience overseeing and managing complex transportation projects and developing/managing project scope, schedule, budget, quality, and project risks
  • Experience leading teams to apply engineering principles to difficult and complex environmental and design situations, making sound recommendations and decisions, and providing guidance in designs.
  • Experience leading multi-disciplinary teams and fostering communication with stakeholders, citizens, and among the project team members.
  • Experience with NCDOT’s processes regarding project planning, prioritization, programming, and project delivery.
  • Experience leading project team members with differing opinions to reach consensus for the successful delivery of projects.

Minimum Education and Experience

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.

Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors
