We are seeking a results-driven Senior Project Engineer to oversee the end-to-end technical solution delivery for Turnkey Railway Projects during both bidding and contract execution phases. The role focuses on complexity international or consortium-based projects, requiring advanced expertise in technical solution implementation, design cost control, document management, and stakeholder collaboration. As a Senior Professional (P3), you will ensure contractual milestones are delivered on time, on quality, and within budget, while leading technical risk management, configuration control, and compliance with company procedures. You will work independently with limited supervision, coordinate cross-functional teams, and serve as the key technical interface for customers, authorities, and consortium partners.
Accountabilities and Responsibilities
Bidding & Contract Phase Technical Delivery
Lead the development and delivery of overall technical solutions for projects during the bidding and contract award phases, ensuring alignment with customer requirements and industry standards.
Define technical scope, solution architecture, and deliverable frameworks for medium-complexity international or consortium-based projects, supporting bid competitiveness and contract compliance.
2. Project Execution & Milestone Delivery
Oversee the on-time, on-quality, and on-budget delivery of all contractual technical milestones, monitoring progress against project schedules and taking proactive action to mitigate delays.
Ensure the maintenance of up-to-date project documentation, including Interface Specifications, Configuration Management records, and Requirements Traceability Matrices throughout the project lifecycle.
3. Technical Solution Implementation & Compliance
Drive the effective implementation of technical solutions, ensuring alignment with design verification processes (e.g., design reviews) and company procedures.
Monitor document submission timelines, quality standards, and adherence to Technology Cost budgets in strict compliance with contractual obligations.
Oversee verification activities for engineering documents and deliverables from Work Package Leaders (WPLs), ensuring compliance with the Verification & Validation (V&V) Plan, Configuration Management Plan, Design Management Plan and other associated project scheduling and management plans.
4. Stakeholder Interface & Collaboration
Serve as the primary technical interface with customers, regulatory authorities, and consortium partners, managing technical communications, resolving interface issues, and aligning on project objectives.
Coordinate with internal functional teams (e.g., design, procurement, on-site execution) to ensure seamless technical integration and support on-site construction document delivery.
5. Change & Risk Management
Manage Technical Change Requests (TCRs), including gathering, reviewing, and authorizing changes; ensure all approved technical variations are traced, implemented in design activities, and reflected in project cost revisions.
Lead technical risk identification, assessment, and mitigation, maintaining an up-to-date criticality/risk list and collaborating with Functional Managers and Project Managers to evaluate and address risks.
6. Configuration & Document Management
Ensure the effective implementation of Configuration Management processes, including version control, change tracking, and configuration audits, to maintain technical integrity.
Oversee the full document management lifecycle, including submission, transmittal, review, and archiving, ensuring compliance with contractual and company requirements.
7. Team Leadership & Technical Governance
Communicate project technical objectives clearly to the project team, monitoring alignment of technical activities with overall project schedules and priorities.
Provide technical guidance and review the work of junior engineers and Work Package Leaders (WPLs), ensuring consistent quality and adherence to standards.
Contribute to the definition and execution of Test & Commissioning (T&C) activities, serving as the technical interface with other technology units involved in the project.
8. On-Site Technical Support
Support on-site technical troubleshooting, conduct root cause analysis for technical issues, and propose effective disposition actions to minimize operational disruptions.
Ensure compliance with applicable external regulations, internal procedures, and industry guidelines (e.g., wiring diagrams, pneumatic systems, mechanical installation standards).
Required Skills & Qualifications
Bachelor’s or Master’s degree in Electrical Engineering, Mechanical Engineering, Railway Systems Engineering, Signalling Engineering, or a related field. Minimum 15 years of professional experience in railway engineering or industry as Project Engineer (PE). Minimum 7 years working as PE of complex international turnkey projects. Minimum 2 years successfully delivered turnkey projects (a plus for GoA4 applications) Minimum 8 years years of SIG-ATC integration (a plus on driverless UTO systems Available for travelling at least 50% of time required in APAC and internationally In-depth knowledge of railway onboard systems, ATP (Automatic Train Protection) systems, vehicle adaptation principles, and railway industry standards (e.g., wiring, pneumatic, mechanical installation). Excellent communication and interpersonal skills, with the ability to collaborate effectively with customers, authorities, consortium partners, and cross-functional internal teams. Proficiency in both spoken and written English, enabling effective cross-cultural and technical communication. Ability to work independently with limited supervision, manage multiple priorities, and thrive in a dynamic, deadline-driven environment. Demonstrated commitment to compliance with company procedures, contractual obligations, and quality standards.
