Senior Project Controller, Scope & Schedule Management

PROGRAMME DESCRIPTION

meoSphere is SES’s next-generation Medium Earth Orbit (MEO) satellite constellation, designed to deliver secure connectivity services to government agencies, enterprises, and commercial customers. It will also provide high-speed broadband internet to eliminate global connectivity dead zones.

To accelerate development timelines, reduce costs, and ensure quality, SES is internalizing a critical segment of the satellite supply chain: the final integration of partner satellite platforms with SES’s software-defined payloads, all within a cutting-edge manufacturing and test facility.

ROLE DESCRIPTION SUMMARY

The Project Controller is responsible for establishing and maintaining the integrated programme control framework for the meoSphere programme, with particular focus on scope, schedule, planning and performance management. Reporting to the VP Programme Management, the role works closely with Agile Technical Program Managers (ATPMs), Technical Leads and Programme Leadership to translate agile plans, roadmaps and delivery progress into conventional programme controls and reporting. The Project Controller acts as the programme expert for Microsoft Project, a centralized program control tool (such as Primavera Cloud) and enterprise project controls, enabling effective planning, monitoring, forecasting and decision making across a complex multi-segment satellite communications programme.

PRIMARY RESPONSIBILITIES / KEY RESULT AREAS

  • Own and maintain the integrated programme schedule, planning baseline and milestone framework.
  • Develop and manage programme structures, including WBS, PBS, milestones, deliverables and planning hierarchies.
  • Administer, maintain and continuously improve Primavera Cloud and associated programme control tools.
  • Manage programme dependencies, schedule integration and critical path activities across delivery segments.
  • Support resource planning, forecasting and capacity management across the programme.
  • Monitor programme performance and provide schedule, scope and delivery analysis, forecasting and insights.
  • Support risk analysis activities, including schedule risk assessments and Monte Carlo simulations.
  • Produce programme dashboards, reporting packs and executive performance metrics.
  • Work with ATPMs to translate Agile progress, PI objectives and roadmaps into programme-level reporting and controls, and vice versa.
  • Support integration of schedule, cost and forecasting information with wider programme controls and reporting activities.
  • Drive governance, baseline management, change control and schedule integrity across the programme.

  • Integrated Planning & Scheduling. Develops and manages integrated schedules, milestones, dependencies and delivery plans across complex programmes.
  • Schedule Risk Analysis & Forecasting. Applies schedule analysis, forecasting and risk assessment techniques to support programme decision-making.
  • Reporting & Performance Analytics. Produces meaningful programme reporting, dashboards and performance insights for stakeholders and leadership.
  • Stakeholder Management & Communication. Builds effective relationships across programme teams and communicates complex information clearly and effectively.
  • Systems Thinking. Understands programme-wide interdependencies and the impact of decisions across multiple workstreams and delivery segments.

Qualifications Background and Experience

  • Typically 8+ years of experience in project controls, programme planning, scheduling, or programme management within large and complex engineering programmes.
  • Expert-level proficiency with Microsoft Project and strong experience using Primavera Cloud, Primavera P6, or equivalent enterprise programme control platforms.
  • Experience developing and managing integrated schedules, work breakdown structures (WBS), resource plans, dependencies, milestones, forecasting, and programme reporting.
  • Strong understanding of programme controls disciplines, including scope, schedule, cost, risk, resource, and change management.
  • Experience supporting aerospace, satellite, telecommunications, defence, or similarly complex engineering programmes.
  • Ability to operate effectively within Agile delivery environments while maintaining robust programme controls and governance.
  • Strong analytical, communication, and stakeholder management skills.

Preferred Experience & Qualifications

  • Experience supporting LEO, MEO, or GEO satellite communications programmes.
  • Understanding of end-to-end satellite system architectures, including space, ground, mission software, and user terminal domains.
  • Experience performing schedule risk analysis, Monte Carlo simulations, and probabilistic forecasting.
  • Experience developing programme performance dashboards and executive reporting.
  • Professional certification in project controls, scheduling, or programme management (e.g., PMI-SP, PMP, AACE, PRINCE2, or equivalent).
  • Experience supporting Agile-at-scale delivery environments, such as SAFe.

OTHER KEY REQUIREMENTS

  • The candidate must be eligible for a “SECRET” security clearance, in accordance with the national regulations as well as EU/ESA/NATO equivalents
  • Willing to work 60% onsite from office
  • Travel as required for project realization purposes
