Job Description

We’re looking for a dynamic colleague to join the Public Spending and Pay Strategy Division, leading and contributing to high impact policy projects.

You will play a central role in delivering the Government’s evolving approach to public sector workforce planning and control, a key element of the Public Service Reform Strategy and the Fiscal Sustainability Delivery Plan. This is a chance to lead transformative projects that directly impact the delivery of high quality public services across Scotland.

The role offers a front row seat to complex political, economic and organisational considerations, as well as opportunities to develop your leadership, work with senior stakeholders, and influence system wide workforce change.

The Directorate for Public Spending is responsible for driving long-term public value to achieve priority outcomes for Scotland from public spending and investment. To provide Ministers with advice on how to spend money well.

Leading on the W12 Workforce Project will provide first-hand experience of project delivery as part of the workforce policy development process, as well as the opportunity to lead engagement with a wide array of senior stakeholders, including public sector employers and trade unions.

The Workforce project is a key strand of a wider Public Sector Reform Pillar 3 Efficient Services Programme, for which our Director is the Senior Responsible Officer. As Programme activity develops, you may also have the opportunity to help implement project, governance and assurance activity for the wider Efficiencies Programme to support the SRO.

Holding a leadership role in the Directorate, you will be expected to contribute to thought leadership, strategic thinking and business planning across the Directorate.

Responsibilities
  • Lead on the development of the ‘W12 Workforce’ workstream within the public service reform portfolio, ensuring that the unit adopts a PPM approach to delivering key changes outlined in the PSR and the FSDP
  • Develop the necessary interfaces between the Efficient Services Programme, which ‘W12 Workforce’ is part of, and broader PSR Portfolio. Ensure that key cross-portfolio interdependencies are identified and managed in relation to delivery of workforce reduction targets.
  • Lead on the development of a strategic engagement plan to manage key external stakeholders (trade unions, parliament, public bodies) in the delivery of pay and workforce change programme including on the future of industrial relations. 
  • Lead stakeholder analysis, using appropriate tools to develop the project’s stakeholder profile by working with the wider team to understand and map the changing needs of the project against stakeholder influence and involvement.

  • Develop best practice workforce planning guidance including highlighting existing service demand, capability building and budget scenario planning, allowing for a more data-driven approach
  • Strengthen leadership capability on workforce planning and organisational restructuring and re-design to support delivery of our workforce plans in partnership with PSR and Future leaders officials. 
  • Evaluate the productivity of public services and its impact on workforce because of business improvement activities across public services in partnership with Exchequer Strategy Analytical services.
  • Support the SRO to lead the wider Efficient Services Programme, as required.
  • Line management responsibilities – 1 x B3  
  • Close collaboration with colleagues across the Unit and senior colleagues across wider government as part of core project leadership responsibilities

Working pattern

This role is a permanent level transfer position.
