Senior Project Advisor Integrated Safety (Waterways & Lock Complex)
Location: Haarlem (Hybrid)
Hours per week: 24 hours
Contract period: September 2026 – August 2028
Extension option: Up to 24 months
An experienced Senior Project Advisor Integrated Safety is required to support maintenance and infrastructure activities within a major waterway and lock complex environment. The role focuses on ensuring safe execution of maintenance activities, maintaining safety information, and providing expert safety advice throughout the lifecycle of critical infrastructure assets.
The work environment is technically complex and highly dynamic, requiring proactive safety management and close collaboration with project teams and contractors.
Key Responsibilities
- Develop and maintain safety documentation, including:
- Integrated Safety Plans (IVP)
- Risk Inventories and Evaluations (RI&E)
- Safety-related decision documentation
- Review and assess:
- Work plans
- Health and Safety plans
- Risk assessments
- Work permits
- Provide both requested and unsolicited safety advice.
- Conduct safety culture assessments and provide improvement recommendations.
- Organize and coordinate safety walks and safety inspections.
- Prepare safety reports and monitor safety performance indicators.
- Identify and control risks related to maintenance and infrastructure activities.
- Ensure accurate and up-to-date safety information within project systems.
- Support safe working practices while considering impacts on cost, planning, and technical execution.
- Collaborate with contractors and project stakeholders.

- Periodic safety documentation updates.
- Safety assessments and advisory reports.
- Safety culture measurement reports.
- Safety walk and inspection reports.
- Safety alert and safety performance reports.
- Recommendations for continuous safety improvement.
Required Qualifications
- Higher professional education level (HBO or equivalent).
- Minimum 5 years of experience as an Integrated Safety Project Advisor within project organizations.
- HVK (Higher Safety Qualification) certification.
- Minimum 3 years of experience in waterway maintenance environments.
- Excellent Dutch language skills, both written and spoken.
Preferred Experience
- Experience improving safety culture within project organizations.
- At least 2 years of experience with:
- Performance-based contracts
- Multi-year maintenance contracts
- DBFM contracts
- Experience preparing:
- IVP
- RI&E
- BTO decisions
- IVD documentation
- Experience working with contractors and contract management.
- Knowledge of infrastructure project management methodologies and safety frameworks.
- Experience within large public infrastructure environments is considered an advantage.
