This position, 60027388, reports to the Central STIP Regional Manager (NCDOT Divisions 5, and 7-9).

The Division’s State Transportation Improvement Program (STIP) Unit is responsible for the scheduling and funding of projects in the State’s $4 billion per year transportation capital improvement program. This 10-year capital improvement program, known as the STIP, includes all 6 modes of transportation the Department is responsible for (highway, rail, public transportation, bike/ped, aviation, and ferry). Personnel in the three STIP Regions (East, Central, and West) use the results of the Strategic Prioritization (SPOT) process to select projects for programming and must ensure the program meets all applicable state and federal requirements. This work results in the biennial production of NC’s STIP. The three STIP regions are also responsible for maintaining accurate costs and schedules for projects programmed in the STIP as projects move through the development process.

This position is responsible for assisting a STIP Regional Manager with the development and management of the STIP in accordance with state and federal statutes, regulations, and policies. This includes programming of projects, tracking schedules, and updating costs for projects across all modes of transportation. In addition, this position works closely with Metropolitan Planning Organizations (MPOs) and Rural Planning Organizations (RPOs) and provides data and technical assistance as needed for STIP-related items.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range: NC 20 $70,478-$123,336

Management prefers applicants with the following:

  • Working knowledge of civil engineering principles and practices.
  • Working knowledge of Federal and State transportation laws, rules and regulations.
  • Experience interpreting policies, procedures, and laws.
  • Experience in Microsoft Office applications such as Excel and knowledge of SAP.
  • Experience in Project or Program management.

Minimum Education and Experience

Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.

Necessary Special Requirements

May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
