The Climate and Nature team at Oxford Policy Management is currently seeking a Senior Programme Manager, Environmental and Social Safeguards Programme on an initial 6-month fixed-term basis, with the possibility to extend up to 2030.

The position will be located in our Jakarta, Indonesia office.

The Senior Programme Manager is part of the senior leadership and management team of the five-year KfW/ PLN project ‘Consulting Services to Strengthen PLN’s capacity with regard to the implementation of international social and environmental standards’. The role exercises a high degree of autonomy in managing project operations and is expected to proactively lead planning, problem-solving, and continuous improvement of delivery, while ensuring alignment with client expectations and organizational requirements.

As a Senior Programme Manager at OPM, your responsibilities will include:

  • Leading the day-to-day management and delivery of the project, with full ownership of work planning, budgeting, and financial and implementation tracking.
  • Acting as the primary focal point for day-to-day client coordination on operational matters, ensuring clear communication, timely follow-up, and effective management of expectations.
  • Managing and continuously monitoring project workplan and budget, aligning with OPM’s internal project management and financial systems as required. This includes monitoring performance, identifying variances, and taking corrective actions to ensure delivery remains on track and within scope.
  • Leading on the preparation of financial and non-financial reports to KfW and PLN as required, working closely with OPM’s KfW backstopper.
  • Preparing and enforcing project-specific rules and guidance for the entire project team, related to logistics, invoicing, reporting, document sharing protocols etc, which align with KfW/PLN rules and OPM Indonesia requirements.
  • Coordinating and liaising with all experts on the project, including preparation of contracts, on-boarding them, and organising team coordination calls.
  • Overseeing the work of a Project Administrator in managing the logistics and administration of the project, including finalizing contracts, processing invoices, booking travel, organising events.
  • Setting up and managing an internal sharepoint document sharing system for the project team.
  • Proactively identifying, anticipating, and resolving operational and delivery challenges, including risks related to ways of working, timelines, budget utilisation, team coordination, and client expectations.

Key Qualifications / Experience / Skills / Behaviours

  • An experienced Programme Manager with in excess of 10 years' experience in leading or managing programme of a similar size and scale.
  • At least 5 years' experience working in a consulting firm, ideally with exposure to multiple clients and/or cross-office collaboration.
  • Proven ability to independently manage project operations, including planning, budgeting, reporting, and team coordination.
  • Strong problem-solving and organisational skills, with experience in improving systems and processes within projects.
  • Advanced IT skills and proficiency in setting up and using online financial and other databases, experience using Microsoft Dynamics is an advantage.
  • Advanced English language skills and ability to prepare high-quality reports in English.
