Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of National Programme Officer (Protection, Immigration and Border Governance), the successful candidate will support the implementation of Protection (PX) and Immigration and Border Governance (IBG) activities in Poland.
The incumbent will oversee and implement activities in the area of protection and IBG. He/she will analyse and provide expertise on access to rights and procedures to migrants including those staying in reception, accommodation, and detention centres. The incumbent will liaise with stakeholders, including Border Guard, Office for Foreigners, Voivodeship Offices and other entities. Additionally, the incumbent will coordinate a team of cultural mediators, ensuring effective delivery of protection interventions.
Independently lead and coordinate the implementation of the project; monitor implementation of the activities to ensure work is proceeding according to established plans; analyse implementation difficulties and make recommendations for adjusting implementation modalities and work plans to best reflect changing environment on the field.
Coordinate and monitor the financial, administrative and technical aspects of the project in line with IOM policies and donor requirements.
Plan, coordinate and conduct capacity building workshops for relevant internal and external parties.
Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
Coordinate the preparation of correspondence, briefing notes, presentations, narrative and financial reports; ensure status reports are prepared and submitted in a timely manner.
Identify and document good practices and lessons learned; contribute to the development of Standard Operations Procedures (SOP), policies and concept papers and support the development of new projects.
Supervise and provide guidance and training to reporting staff.
Perform other related duties as assigned.
EDUCATION
Bachelor’s degree in Law, Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights or related fields from an accredited academic institution with five years of relevant professional experience.
EXPERIENCE
Experience in liaising with Border Guards, Office for Foreigners and any other governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
Experience of delivering legal information to migrants in reception and detention centres;
Experience in developing and conducting trainings on migration law;
Experience in supervising a team of minimum 4 persons and collaborating with finance and procurement departments;
Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
SKILLS
Knowledge of a broad range of migration-related subjects, particularly Protection and Immigration and Border Governance programming
Excellent knowledge of the legal framework related to migrants’ rights in Poland.

REQUIRED
For this position fluency in English, Polish and Russianis required (oral and written).
DESIRABLE
Knowledge of Ukrainian is desirable.
