About the Role

Reporting to the Director, Aviation Redevelopment, the Senior Program Manager – EWR Commercial has responsibility for the EWR Redevelopment Program’s commercial, project financing and transaction strategy.

The Senior Program Manager works to ensure the program’s commercial approach aligns with the agency priorities and positions the airport to develop Redevelopment assets in an economically prudent manner in the near and long term

Responsibilities

  • Provide strategic leadership for dynamic, high-profile projects during both planning and active construction projects. Managing and overseeing a broad portfolio of unique commercial and funding aspects of project/program delivery including oversight of commercial portions of the procurement process, coordination of permitting and easements, and collaboration on site acquisition processes.
  • Drive transaction negotiations and commercial terms on behalf of the EWRR Program to meet schedule milestones and budget constraints.
  • In concert with agency leadership, develop individual commercial strategies for Alternative project delivery methods; maximizing opportunities for program cost savings and mitigating risk to the Port Authority.
  • Create and maintain partnership with state and local agencies with close Port Authority coordination, including Amtrak, New Jersey Transit, and local community governments.
  • Collaborate with the Port Authority Legal, Aviation Commercial, Procurement, Government and Community Relations, Office of Financial Planning and agency leadership to drive transactions and create a favorable outcome of project objectives.
  • Analyze commercial project risk and complexity and develop Program strategies to mitigate exposure and achieve delivery and performance of the Program components for each project.
  • Working with PA Law, outside counsel and financial consultants develop terms and conditions for Public, Private Partnership agreement deal terms to maximize Program objectives.
  • In conjunction with Aviation Commercial, support the development of Key Process Indicators (KPI) in contractual agreements within tenant spaces being developed by Aviation Redevelopment.
  • Leading, developing, and motivating staff to ensure the highest level of staff capabilities aligned with best industry, project-management practices. Ensures appropriate resource allocation

Minimum Qualifications

  • Bachelor of Science degree in Business, Law or related field from an accredited university or college;
  • Minimum of 8 years of progressive business experience in large, complex, Aviation infrastructure projects;
  • Previous experience managing legal matters with government agencies and private companies;
  • Previous experience developing terms for large public procurements

Desired Qualifications

  • Master’s degree from an Accredited university or college;
  • Experience in managing and influencing diverse work groups, project teams and internal and external stakeholders;
  • Demonstrated experience organizing a demanding workload with the ability to work in a high-pressure environment with multiple tasks due in a tight timeframe;
  • Demonstrated ability to work effectively with diverse groups such as tenants, contractors, vendors, government, and industry officials;
  • Substantive knowledge of Port Authority policies and procedures related to project management systems, administration, and document control;
  • Knowledge of the Aviation industry including the implementation of the Aviation Business and Capital Plan including the budgeting process;
  • Demonstrated ability to establish comprehensive, detailed plans with specific timeframes, milestones and deliverables necessary to meet or exceed project goals;
  • Demonstrated proficiency in effectively persuading, influencing and negotiating with individuals at various levels of the organization to achieve desired outcomes;
  • Experience and coordination with Airlines and other Airport tenants

The Port Authority of New York and New Jersey anticipates that the actual salary offered to asuccessful candidate will depend on aspects such as experience, knowledge, skills, abilities,and internal factors. The expected compensation range for this role is:​

Minimum: $132,964 Midpoint: $172,867 Maximum: $212,758

In accordance with Port Authority policy, this position permits employees to work remotely amaximum of one day per week. In person collaboration is essential to how the Port Authorityconducts business, and regular in-office days or team collaboration days may be required onbusiness needs
